REQUEST FOR EXPRESSION OF INTEREST

Assignment Title: Individual Consultancy Services to Provision Project Advisor for undertaking independent dam safety review of the planned Mphanda Nkuwa Hydropower Project.

The Government of Mozambique (GoM) hereinafter referred to as “the Borrower” have received Advance funds from International Development Association (IDA) towards the costs of the Mphanda Nkuwa Hydroelectric Project, Preparation Phase. The funds have been channeled through the Mphanda Nkuwa Hydroelectric Project Office (GMNK) as the Project Implementation Agency, and GMNK intends to apply part of the proceeds for Consulting Services for providing Project Advisory for undertaking independent dam safety review of the planned Mphanda Nkuwa Hydropower Project.

The GMNK now invites eligible Individual Consultant (“Consultants”) to express their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:

• qualification, experience and skills in providing Project Engineering advisory services for dam safety Hydropower Projects;
• minimum of Post Graduate Degree in the relevant engineering disciplines and must have at least 15 years of professional experience relevant to the assignment.
• description of similar assignments previously carried out, at least two (2) similar assignments (Dam Hydropower advisory services), and
• experience of working in Sub-Sahara Africa - at least one (1) of the assignments should be in Sub-Shara Africa - and other regions.

Evidence shall be attached as supporting documents for the Expression of Interest.

Objective

The Project is being prepared for seeking financial support of the World Bank (the “Bank”) and therefore must comply with the World Bank Safeguards Policies and Performance Standards (see the concept project information document stage at the WB website [1]). Accordingly, the Mphanda Nkuwa Project needs to comply with the World Bank Environmental and Social Framework (ESF) – Community Health and Safety (ESS4[2]). To this effect two panel of experts (PoEs) need to be formed: (i) Panel of Experts for Dam Safety (PoE-DS); and (ii) Panel of Experts for Environmental and Social Management (“PoE-ESM”).

Key Responsibilities/ Scope of Reviews

The objective of the PoE-DS is to provide an independent review of the design and construction plan of the dam and provide recommendations on the required actions to ensure the safety of the dam and associated facilities comply with acceptable standards as per the Bank dam safety policy. Furthermore, the PoE-DS shall ensure appropriate measures and dam safety plans are prepared to reduce risks to downstream communities and ecosystems.

Specific subjects on which the PoE is expected to comment, but not limited to, are listed in the Terms of Reference. The PoE should also comment on any other matters which it considers to be important to the successful design of the hydropower projects and to the long-term safety of the dam and appurtenant structures. Review of the adequacy of the selected dam type and design, including foundation treatment, proposed excavations, selected foundation strength parameters and seepage control measures, in consideration of the geological and seismic conditions, sediment management, economics and constructability.

Expected Assignment Timeline

The assignment is for a period of six (6) years, covering project preparation, construction, and initial reservoir filling. The initial contract will be signed for a period of 2 years, with the potential for an extension to cover the full duration of preparation and implementation. The contract will be time-based, with an annual ceiling of 20 working days, subject to extension if needed.

The attention of interest is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank՚s “Procurement Regulations for IPF Borrowers” - September 2023 (“Procurement Regulations”), setting for the World Bank`s policy on conflict of interest.

The Consultant will be selected in accordance with ICS – Individual Consultant Selection method set out in the Procurement Regulations.
