Assignment Title: Specialist for Project Performance Monitoring and Evaluation

The Government of Mozambique (GoM), hereinafter referred to as the Borrower, has received financing from the International Development Association (IDA) toward the cost of the Sustainable Energy and Broadband Access in Rural Mozambique Project (ProEnergia+). The proceeds of this grant are being channeled through Electricidade de Moçambique, E.P. (EDM), which acts as the Project Implementation Agency. EDM intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) consist of the provision of a Project Performance Monitoring and Evaluation Specialist, under a Global Value contract, for an estimated period of twelve (12) months, which may be extended depending on project needs and within the overall implementation period. The assignment will support the implementation of the ProEnergia+ program, which currently stands at approximately 47% of its implementation progress.
Scope of Work
The Specialist will be responsible for strengthening the monitoring and evaluation framework of the ProEnergia+ Project, ensuring systematic data collection, results reporting, and impact
assessment of electrification and broadband access interventions in rural areas. The full scope of work and specific tasks are detailed in the Terms of Reference (ToR) available at the link

Qualifications and Experience:Interested individual consultants (“Consultants”) must demonstrate that they meet the following minimum qualifications and experience: University degree in Statistics, Social Sciences, Engineering, Project Management, Administration, Economics, or related fields: Postgraduate degree or specialization in Monitoring and Evaluation, Project Management, or related areas (preferred). At least 10 years of practical experience in project monitoring and evaluation, preferably in projects with multiple concurrent activities and significant societal impact. Proven experience in the development and implementation of monitoring and evaluation systems. Experience with data analysis and visualization tools (e.g., SPSS, STATA, advanced Excel, Tableau, Power BI). Experience using GIS tools (e.g., ArcGIS, QGIS, Google Earth, GRASS GIS, GEMS). Sound knowledge of quantitative and qualitative research methods, including field surveys and interviews. Ability to analyze complex datasets and produce clear and concise analytical reports. Understanding of M&E good practices, including the use of SMART indicators (Specific, Measurable, Achievable, Relevant, and Time-bound). Strong communication, negotiation, and problem-solving skills, with the ability to work effectively in multidisciplinary teams. Proficiency in English (spoken and written); knowledge of Portuguese and local languages is a strong advantage. Availability to travel:The Consultant is expected to travel to areas where the project is being implemented. These field visits are critical to understanding the project context, ensuring data quality, and engaging with community stakeholders.

6. Interested consultants are referred to Section III, points 3.13, 3.15, and 3.16 of the Public Procurement Regulations for IPF Borrowers, March 2025 edition, which sets out the World Bank"s policy on conflicts of interest.
7. The Consultant will be selected in accordance with the Individual Consultants Selection Method set out in the Procurement Regulations.
