Assignment Title: Elaboration of ARENE Five Years Human Resources Development strategy (2025-2030)

The Government of the Republic of Mozambique (GoM) has applied for financing from the World Bank toward the cost of the Mozambique Energy Sector Programmatic Preparation Advance (PPA P181671), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) aims to develop a comprehensive five years Human Resource Strategy that will enable the Energy Regulatory Authority (ARENE) building its institutional capacity and achieve regulatory excellence. The strategy should align with ARENE long-term goals, address current and future human capital needs, and provide a structured approach to talent acquisition, development, and retention—ensuring that ARENE is well-positioned to deliver on its regulatory mandate effectively and sustainably with a five-year horizon (2026 -2031).

The advisory services will focus on but not limited to:

  • Analyze the institutional, legal, and regulatory framework governing ARENE, particularly regarding human resource management.
  • Assess the current status of ARENE"s human resources, including profile, competences, gaps and organizational structure;
  • Propose a capacity-building framework aligned with institutional needs and ARENE’s strategic objectives ;
  • Define targets and strategic actions for recruitment, retention, training and performance management;
  • Establish indicators for monitoring and evaluating the implementation of HRSD and design and propose career development paths that promote personal growth and contribute to improved institutional performance at ARENE.

The assignment is expected to be completed within four (4) months.

MIREME now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criterias are proven and documentary evidence of:

  • extensive experience in human resources planning and development, including institutional capacity assessments, strategy design, and implementation in the public sector or similar contexts;
  • proven experience of public administration and regulatory functions;
  • execution of sectoral studies at international level, with a particular focus on the Human Resources Development for public service;
  • experience in elaboration of human resources development programs;
  • Strong analytical skills, including legal analysis.
  • availability of appropriate skills among pre-proposed staff.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 and amended over time (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method (QCBS) set out in the Procurement Regulations.
