The Government of Mozambique has received financing in the amount of US$ 201 Million equivalent from the World Bank (WB) through Mozambique Health Emergency Preparedness, Response and Resilience Project, and it intends to apply part of the proceeds to payments for procurement, management and distribution to increase the level of use and improve the quality of health, with a focus on strengthen health system resilience and multisectoral preparedness and response to health emergencies in the Republic of Mozambique, and the capacity of its system to acquire goods, works, non-consultancy services and consultancy services to be acquired under the scope of this project.

The components will finance the following activities:

• Procurement and installation of computers and other IT equipment for training centers;
• Rehabilitation of Hospitals to make them resilient to climate effects and energy efficient;
• Improvement of water supply, sanitation and energy supply to Health Centres (HCs) and hospitals;
• Acquire broadband services for provincial access to Digital platforms;
• Acquisition of equipment for district clinical laboratories;
• Rehabilitation and maintenance of facilities to make them resilient to climate shocks;
• Support for the digitalization of information systems for medication management;
• Procurement of furniture for the Training Centers;
• Procurement of IT equipment for e-learning and for laboratory training;
• Prepare and print Manuals and information leaflets;
• Purchase of materials and skills labs (libraries, mannequins, training and simulation materials);
• Procurement of Reagents;
• IPC and Wash Equipment;
• Training of Hospital Support Teams;
• Develop and implement a system for distance postgraduate training in the health sector;
• Develop and implement a system for Predictive analytics for Multisectoral Vulnerability Surveillance;
• Deployments of AI solutions for point of care diagnostics;
• Creation of a First Response system (Vehicles, Equipment and Communication Platform);
• Procurement of Health Commodities;
• Support selected universities locally in the development of distance learning methodologies, curricula, modules and materials at postgraduate levels;
• Consultancy to Coordinate Grants mechanism and disbursement,
• Review and adapt the legislation for career evaluation health workforce;
• Services from and Architect and engineering firm towards the Master plan and project support for the rehabilitation of the Laboratories;
• Consulting Services for Distant Learning Technical Support.

Procurement of contracts financed by the WB will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers September, 2023 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The WB shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and on Jornal Noticias and MISAU website.
