1. The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Climate Resilient Roads for the North (CRRN), and intends to apply part of the proceeds for Consultancy Services for Preparation of Engineering Design and Bidding Documents for Construction of Sub-structures and Installation of Metallic Bridges Including ESMP, in Cabo Delgado Province, hereafter designated the “Services”.

2. The project development objective is to improve climate-resilient road connectivity in the Northern provinces of Mozambique. The rehabilitation/upgrading of the above-mentioned bridges will be implemented over a period of two years. The construction/Rehabilitation works are expected to be packaged in lots considering differences in their locations.

3. The consulting services include but are not limited to the following:

• To undertake an on-site investigation and prepare the engineering designs of the bridge sub-structures for installation of metallic bridges.
• Conduct climate vulnerability assessments for bridges and include appropriate climate adaptation measures in the engineering designs.
• Conduct a road safety impact assessment in the vicinity of the bridge locations, focusing on pedestrians, bicyclists, motorcyclists.
• To prepare the bidding document to be used by ANE in procurement of civil works for construction of substructures and installation of metallic bridges.
• To prepare the ESMP for the bridge sites to ensure that the works are carried out with necessary mitigation measures for the potential negative impacts and maximizes the positive impacts of the project in a manner consistent with all applicable requirements of the World Bank Group Environmental and Social Framework (ESF) and the relevant national laws;
• To identify future developments based on lessons learnt during different phases of this assignment.

5. The Administração Nacional de Estradas, Instituto Público (ANE, IP) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

6. The evaluation of expressions of interest will be made on qualitative basis and the short-listing criteria are:

• General experience of the firm (must be at least 15 years) in the field of bridge design;
• Description of at least three (3) projects of bridge design in the last ten years;
• Experience in conducting engineering designs for a minimum of two (2) bridges of at least 50 m during the last five years;
• Experience in preparing the bidding documents using World Bank standard documents for at least 2 projects during the last 5 years;
• Proved Technical and managerial capability of the firm;
• Experience of working in Sub Saharan Africa in the last 5 years;
• Experience in fragility, conflict, and violence affected countries is an added advantage.

Key experts will not be evaluated at the shortlisting stage.

7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

8. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

9. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.

11.
