Assignment Title: Consultancy Services to Update the Technical Standards for the Design and Construction of Electricity Distribution Infrastructures in Rural and Peri-urban Areas in Mozambique Considering Climate Resilience Issues

1. The Government of Mozambique (GoM) hereinafter referred to as ""the Borrower"" have received the Grant funds from International Development Association (IDA) towards the cost of the Sustainable Energy and Broadband Access in Rural Mozambique Project (ProEnergia+). The funds have been channeled through the national Power Utility, Electricidade de Moçambique, E.P. (EDM) as the Project Implementation Agency and EDM intends to apply part of the proceeds for consulting services.

2. The consulting services (""the Services"") includes a Lump-Sum contract for Consultancy Services to Update the Technical Standards for the Design and Construction of Electricity Distribution Infrastructures in Rural and Peri-urban Areas in Mozambique Considering Climate Resilience Issues, whose total estimated period is eight (8) weeks.

3. The Electricidade de Moçambique now invites eligible consultants (Çonsultants”) (""Consultants"") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria will be based on the qualifications mentioned in the ToRs and summarized as follows: CVs indicating appropriate qualification, experience and skills in developing Distribution Standards; Description of similar assignments previously carried out; Experience in similar conditions in SADC and in other regions shall be attached as supporting documentation for the expression of interest.

5. The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15, and 3.16 of the Procurement Regulations for IPF Borrowers, February 2025 Edition, which sets out the World Bank"s policy on conflicts of interest.

6. A Consultant will be selected in accordance with the Consultant Qualification Selection Method set out in the Procurement Regulations.

7. Consultants may obtain additional information from Electricidade de Moçambique, EP (EDM), Directorate of Electrification and Projects (DEP), or from the following email addresses: procurement.proenergia@edm.co.mz and during office hours, from 07:30 to 15:30 local time, Monday to Friday, at the address below.

8.
