Assignment Title: - PORTFOLIO COORDINATOR
Objective of the Assignment
The Government of Mozambique represented by the Ministry of Transport and Logistic (MTL), has applied for financing from the World Bank toward the cost of the Mozambique Safer Roads for Socio-Economic Integration Program and intends to apply part of the proceeds for consulting services.
In this way, the Ministry of Transport and Logistic (MTL) invites interested, qualified and eligible individual consultants to present an expression of interest for the vacancy of Portfolio Coordinator (PC).
The Portfolio Coordinator (PC) in the Project Management Unit (PMU) will lead the overall management, including, planning, implementation and monitoring of the transport portfolio with support from the Project Technical Units, ensuring that all components are implemented effectively, and in a timely manner in accordance with the implementation plan.
The PC will be the person responsible on day-to-day basis to manage portfolio implementation and be the direct contact for reporting and managing portfolio progress to the Government and the World Bank.
Position Requirements
The Portfolio Coordinator (PC) should have the following qualifications and skills:
She/He must possess at least a master’s degree (or equivalent professional qualification) in public administration, business management, public policy, engineering, accounting/finance, or economics.
She/he must possess a Project Management Professional (PMP) accreditation or similar internationally recognized accreditation.
The consultant must have at least 15 years international project management experience with large infrastructure projects in at least four countries. Having seven years working experience with International Financial Institutions (IFIs)/multi-lateral development banks or projects financed by these institutions would be an asset.
The consultant should demonstrate strong inter-personal skills and demonstrate ability to head multi-disciplinary teams, plan and manage project and teams.
Exceptional communication and drafting skills in English. Knowledge of Portuguese is an advantage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 203 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
