Assignment Title: Senior Social Specialist

1. The Government of Mozambique (GoM) hereinafter referred to as ""the Borrower"" have received the Grant funds from International Development Association (IDA) towards the cost of the Sustainable Energy and Broadband Access in Rural Mozambique Project (ProEnergia+). The funds have been channeled through the national Power Utility, Electricidade de Moçambique, E.P. (EDM) as the Project Implementation Agency and EDM intends to apply part of the proceeds for consulting services.
2. The consulting services (""the Services"") includes a Time-based contract for a Senior Social Specialist, whose total estimated period is thirty-six (36) months for the Sustainable Energy and Broadband Access in Rural Mozambique (ProEnergia+).
3. The Electricidade de Moçambique now invites eligible individual consultant (""Consultants"") to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria will be based on the qualifications mentioned in the ToRs and summarized as follows: The specialist must have a Master"s degree in Sociology, Social Work or a related discipline; Have at least 8 years of experience in engaging and communicating with stakeholders and affected parties, gender assessments, designing and implementing GRM, conflict/dispute resolution, social impact assessments and developing social management plans, including GBV/SEA/SH; He/she should have proven experience in conducting social, gender and GBV/SEA/SH assessment studies and analysis, vulnerability analysis, grievance mechanism and gender-based violence/sexual exploitation and abuse; The specialist should have experience in implementing the gender perspective and GBV in projects in the Energy sector; In-depth knowledge of Mozambique"s environmental and social legislation; Proven knowledge of the World Bank"s Environmental and Social Framework, Operational Policies or Performance Standards and at least one previous experience in supporting risk management in projects financed by the World Bank or other International Financial Institutions. Excellent communication skills, with the ability to effectively deliver training programs and communicate information on social aspects to diverse audiences; Strong written and oral skills in Portuguese and English; Willingness to travel, both within and outside the country, among others as specified in the ToRs.

5. The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15, and 3.16 of the Procurement Regulations for IPF Borrowers, March 2025 Edition, which sets out the World Bank"s policy on conflicts of interest.
6. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
7.
