1. The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Climate Resilient Roads for the North (CRRN), and intends to apply part of the proceeds for Consultancy Services for a Bridge Engineer for ANE Project Implementation Unit (PIU), in Cabo Delgado province hereafter designated the “Services”.

2. The objective of the consultancy assignment is to support ANE, IP Project Implementation Unit (PIU), in Cabo Delgado province, to strengthen the PIU"s technical capacity in order to guarantee the adequate implementation of the structures activities related to the project. Therefore, the consultant will be responsible for supervising and implementing in specific areas of the CRRN following ANE guidelines, manuals and design standards.

4. The Administração Nacional de Estradas, IP now invites eligible Individual Consultants “Consultants” to express their interest in providing the Services during 2 years full time at ANE, IP. Project Implementation Unit (PIU), in Cabo Delgado province.

5. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

6. The evaluation of expressions of interest will be made on qualitative basis according to a robust matrix of strengths and weaknesses and the shortlist will be composed from the list of qualified individual consultants considering the following criteria:

• Professionally Qualified with minimum of a bachelor’s degree in civil engineering from a recognized institution;
• Master/Post Graduate Degree from a recognized institution in structures/Hydrology/Hydraulics will be considered as an advantage;
• Minimum of 5 years of proven experience as Drainage/ Bridge Engineer in Road construction projects in the last 15 years. Experience in Mozambique would be an added benefit;
• He/She must be a Registered/Chartered Engineer with a recognized institution.
• Minimum of 2 bridge projects with a total length for each of greater than 50,0 m, involving inputs as Structure, Drainage/Hydrology professional, in last 10 years;
• Minimum of 3 years’ experience working on climate resilient infrastructure solutions
• Experience in working with World Bank funded transport sector projects or similar multi-lateral institutions will be an asset;
• Knowledge of modern bridge construction technology, associated risks, key performance measures and road projects is a requirement;
• Experience in report and writing with strong analytical and conceptual skills;
• Knowledge in design standards considering climate resilience infrastructures will be considered as advantage;

7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

8. The Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Procurement Regulations.
