The Government of Mozambique has received financing from the World Bank toward the cost of the Mozambique Urban Transformation Project and intends to apply part of the proceeds toward payments under the contract for the Integrated Aerial Survey for Acquisition of High Accuracy, High 3D Resolution Airborne LiDAR Topographic Data and Visible/Near Infrared Images of the Sub-Catchment in the Maputo City, and Supply and Installation of Equipment for LiDAR Generated Data Processing for User Institution.
Objective: The objective of this service is to produce an integrated aerial survey for acquisition of high accuracy, high 3D resolution airborne LiDAR topographic data and high 2D resolution visible/near infrared images of Maputo sub-catchments and surrounding areas. This data will be used as source input to prepare digital surface models (DSM), bare-earth digital elevation models (DEM), digital terrain models (DTM), orthomosaics, base maps and vector datasets, as part of this assignment.
Definitions: (i) Digital Elevation Model (DEM); (ii) Digital Surface Model (DSM); (iii) Digital Terrain Model (DTM); (iv) Hydrologically conditioned (hydro-conditioned); (v) Hydrologically flattened (hydro-flattened); (vi) Hydrologically enforced (hydro-enforced).
Defined Project Area: The Defined Project Area (DPA) to be surveyed includes 293km2 over the City of Maputo and surrounding rehabilitation sites, including a set of priorities identified by the Government of Mozambique. A primary base map will be offered to the service provider to better define the DPA (surrounded by a complementary 100m area around it) and to improve the pre-defined urban/rural boundaries. LiDAR data and aerial images will be collected throughout the DPA and complementary area. The altitudes of the entire DPA area vary between ~0m and ~120m above global mean sea level (source: Copernicus). They consist of urbanized landscapes, but also agricultural and forestry. The DPA vector bases in .kmz and .shp formats will be available to the service provider for planning.
Service Provider Profile: The Service Provider is expected to be a firm or an association of service companies with the appropriate capabilities and experience to execute the services, which include: (i) More than 5 years of demonstrated experience in Aerial Topographical Survey (photogrammetry and LiDAR). Experience with surveys conducted in Africa and/or Mozambique would be considered a plus; (ii) Proven expertise in executing aerial LiDAR surveys and the associated data processing on a scale equal to or exceeding 1:1,000, utilizing a grid cell size of 0.25m or smaller, and encompassing a minimum area of 300km² or beyond; (iii) Proven expertise in producing high-quality topographic models using airborne methods and interpreting associated data. Experience with Drone Surveys alone will not be considered to validate experience; (iv) Proven expertise in producing Base Maps, based upon LiDAR survey; (v) Experience with air use regulations, as well as licensing and approval procedures by Aviation Authorities. The licensing and approval procedures of the Mozambique Aviation Authority will be considered a plus; (vi) Demonstrated experience and installed capabilities in use of photogrammetric restitution software, signal processing computational environments, geographic information systems, flight planning and topographic surveys; (vii) Excellent communication, interpersonal, analytical and organizational skills.
The Conselho Municipal de Maputo now invites sealed Bids from eligible Bidders to perform above-described services. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” 5th Edition, dated September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Bidding Documents are available in English and may be obtained by sending a written request to the following Client’s address: transformacaourbana.maputo@mail.com, and will be sent to interested Bidders by electronic mail.
Bids must be delivered to the address below on or before 23 August 2024, 10.00 hours, Mozambican time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 23 August 2024, 10.00 hours.
All Bids must be accompanied by a “Bid Security” of USD 15,000 (fifteen thousand dollars) or equivalent in any freely convertible currency.
All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
