Hiring Specialized Consultancy for Evaluation and Mapping of National Telecommunications Critical Infrastructures for Establishment of a Communication Security and Resilience Plan

1. The Government of Mozambique has received financing from the World Bank toward the cost of the Digital Acceleration Project, and intends to apply part of the proceeds for consulting services.
2. The consulting services (“the Services”) include to assist the Government of Mozambique (GoM), represented by the Communications Regulatory Authority of Mozambique (INCM) – the Client – in Evaluation and Mapping of National Telecommunications Critical Infrastructures for Establishment of a Communication Security and Resilience Plan.
The Consultant is expected to provide technical services to INCM in mapping telecommunications infrastructure, evaluating the risks and vulnerabilities of these infrastructures, and designing a technical architecture for a sectoral Computer Security Incident Response Team (CSIRT/SOC) for telecommunications.
3. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
4. The Ministry of Transport and Communications now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: i) the firm must have minimal 5 years in consultancy (implementation and audits), certified in the scope of cybersecurity and/or, information security, business continuity; ii) the firm must have Cybersecurity experience with at least 5 years of demonstrable projects, including the project and operationalization of sectoral CERT and SOC services. Such projects must include a scale of at least 5,000 events per second (EPS) and the management of at least 1,000 assets of various IT and OT technologies.; iii) the competing entity should also present at least three (3) reference letters from the last 5 years issued by companies for which similar work was provided. Key Experts will not be evaluated at the shortlisting stage.
5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
