REQUEST FOR EXPRESSION OF INTEREST
(Individual consultant)
Task title: Monitoring and Evaluation Specialist
Reference nr: MZ-MEF-391789-CS-INDV

i) Operationalize the data collection and analysis of all project indicators in a monthly project report, as well as communicating the results to the Senior Project Coordinator;
ii) Develop and support the Monitoring and Evaluation (M&E) system and processes for project activities, including the design and implementation of the necessary M&E tools;
iii) Supervise the entire Monitoring and Evaluation (M&E) system, ensuring that the data collected for each of the indicators is adequate at all levels of the results chain and that data collection is carried out in a timely manner, complying with deadlines and the structure of flows of pre-established reports;
iv) Ensure that progress reports are compiled prior to each implementation support mission and that all quarterly and/or semi-annual and/or annual progress reports contain up-to-date data on Project indicators as defined in the Results Framework for the NCRP;
v) Collect and analyse data based on the indicators as per the M&E requirements of the NCRP and ensure that the indicators are up to date and publicly available on the MIS;
vi) Develop the NCRP Project"s annual work plan in accordance with the results framework, and in coordination with UNOPS, and based on this, propose concrete actions for monitoring the activities and indicators of the results framework at central and provincial level;
vii) Develop NCRP Monitoring and Evaluation Manual that includes data collection and monitoring flowcharts for each indicator, as well as description sheets, methodology and definitions for each indicator;
viii) Ensuring that recommendations for improving performance are made in a timely manner allowing for the implementation of corrective actions that result from the analysis of data results;
ix) Support in the creation of the project"s M&E System;
x) Support in organizing the regular data quality review and carrying out M&E actions in a coordinated and cooperative manner;
xi) Participate in the M&E actions of the Project components and collaborate with the procurement analyst and the financial manager to update the monitoring and evaluation work stages and the project plans, financial plans and quarterly progress reports;
xii) Coordinate with MEF communication team regarding the dissemination of project results and ensure that the indicators are up-to-date on the MIS;
xiii) Carry out any other activity requested by MEF, related to the implementation of projects under its auspices;
xiv) Participate in project evaluation missions and facilitate access to Monitoring and Evaluation (M&E) data and results to World Bank and other teams and missions;
xv) Perform all the responsibilities and tasks listed above in accordance with the monitoring and evaluation procedures, rules and regulations of the Government of Mozambique and the World Bank;
xvi) Be responsible for reviewing the quality of documents prepared by the team before they are submitted for World Bank no-objection;

5. The attention of interested consultants is drawn to section III, paragraphs 2.14, 3.16 and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting out the World Bank"s policy on conflicts of interest. interests.
6. The Ministry of Economy and Finance invites eligible Individual Consultants (“consultants”) to express their interest in providing services. Interested consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to perform the services in the form of a Curriculum Vitae (CV). A consultant will be selected in accordance with the Individual Consultant (IC) selection method set out in the World Bank project consultancy guidelines, edition of November 2020, which can be accessed on the World Bank page at www.world bank .org/ procurement .
7. The Monitoring and Evaluation Specialist should possess the following competences and minimum qualifications:
i) At least 5 years of relevant experience in the management, monitoring and evaluation of large technical and development projects or programs (especially donor-financed projects or programs);
ii) Experience in strategic project development and implementation in fragile and conflict-affected and disaster-related crisis;
iii) Master’s degree in Economics, Engineering, Project Management, Disaster management, or related disciplines;
iv) Demonstrated knowledge and skills in cross-sector coordination, including risk management;
v) Comprehensive knowledge on the functioning of Government institutions in Mozambique;
vi) Participatory planning, monitoring and evaluation;
vii) Have good knowledge and experience in implementing planning systems and processes, analysing information, preparing reports and public presentations
viii) Ability to work in multisectoral and multicultural teams;
ix) Computer skills and leadership, administration and communication skills;
x) Mastery of Project Management tool (MSProject), Microsoft Excel, Microsoft Power Point and Microsoft Word;
xi) Experience with statistical analysis packages (e.g. Stata, R) and electronic data collection (SurveyCTO, Survey123) is an advantage;
xii) Good interpersonal skills.
