REQUEST FOR EXPRESSION OF INTEREST

• The Government of Mozambique (GoM) has received a grant from the International Development Association (IDA) to fund the Project "Improving Learning and Empowering Girls in Mozambique" and intends to use part of these fund to hire consultancy services for the construction supervision of 10 Schools in Nampula provinces.
• The Consultancy Services include, among other tasks, (i) supervising and overseeing the schools construction work according to the detailed project, including monitoring the implementation of approved quantity and cost schedules for the execution of the works; (ii) Checking the progress of the works and approving the contractor"s proposed payments based on a fair assessment, (iii) identifying environmental and social impacts and monitoring the implementation of mitigation instruments, (iv) producing reports on the progress of the construction works (findings and recommendations) after each site visit; (iv) enforcing resilient construction measures in accordance with Ministerial Joint Decree No. 122/2021 of October 26, 1st Series.
• Therefore, the Ministry of Education and Human Development (MINEDH) invites eligible consulting firms to express their interest in providing services for the above-mentioned consultancy. Interested consultants should provide information demonstrating that they have the necessary qualifications and relevant experience to carry out the services. The selection will be based on the following criteria: (i) the general experience of the firm; (ii) the firm"s specific experience relevant in the areas covered by this tender, and (iii) the firm"s experience in monitoring environmental and social safeguards in construction works.
• Consultants may associate with other firms and form Joint Ventures or sub-consultancies to enhance their qualifications. Interested consultants are advised to refer to Section III, paragraphs 3.14, 3.16, and 3.17 of the "Regulations for Borrowers" Procurement of Investment Project Financing" (IPF) of the World Bank as of September 2023, which establishes the World Bank"s policy on conflict of interest.
• The consultant will be selected according to the QCBS selection method – a method established in the World Bank"s Procurement Regulations, September 2023 edition, open to all eligible and defined competitors in the Procurement Regulations.
• The details of the Terms of Reference (ToR) for the assignment or additional information can be found at the address below during office hours from 8:00 to 16:00 hours GMT+2 Monday through Friday.
