1. The Government of Mozambique has received grant financing from the World Bank toward the cost of the Rural and Small-Town Water Security Project and intends to apply part of the proceeds toward payments under the contract for the Rehabilitation and Expansion of Namapa and Namialo Cities Water Supply Systems. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

2. The Administração de Infra-Estruturas de Água e Saneamento, Instituto Público (AIAS IP) now invites sealed Bids from eligible Bidders for Construction, Rehabilitation and Expansion of Namapa and Namialo Water Supply Works as one (1) complete lot comprising:

(a)The Namapa water supply system will consist of the following infrastructures; Abstraction works (pump replacement), Water Treatment Plant (WTP), Bulk conveyance, Storage (ground and elevated reservoir) and Distribution network. The water will be abstracted from the Meluli River at the existing dam and pumped to the (existing) water treatment plant. Conventional treatment usually involves coagulation, flocculation, sedimentation, sand filter with gravity action and disinfection. After treatment, the treated water will be pumped via uPVC DN400 to the distribution center to be located to the north of the village about 4km from the WTP and will consist of a 2000 m3 ground reservoir and a 300 m3 elevated tank. For the distribution network the uPVC pipe material has been selected. A minimum nominal pipe diameter of 90 mm was used in the design of the water distribution network, to meet the minimum pipe size of 80 mm as defined by Mozambique regulations for areas with a population of 20,000 inhabitants or more.

(b) The Namialo water supply system consists of the rehabilitation of the existing water abstraction on the Mutivasse River complemented by an additional raw water source (Namialo River), construction of a new Water Treatment Plant (WTP), reinforcement of the water transmission capacity, new reservoirs and expansion of the distribution network. Specifically, the project provides for the following interventions: Increasing the intake capacity of the existing raw water catchment (increasing the height of the existing weir); Rehabilitation/Installation of valves and operation of the existing raw water transmission; Construction of a new water pipeline parallel to the existing one connecting the old intake to the new WTP; Construction of a WTP (currently non-existent); Construction of new storage reservoirs (to be used also as service reservoirs); and Expansion/optimisation of the existing distribution network through reinforcement/replacement of existing main trunks, including optimisation through the establishment/creation of metering/supply areas.

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” of November 2020 ("Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from AIAS, IP and inspect the Bidding document during office hours 08:00 to 15:30 at the address given below

5. The Bidding document in English may be requested free of charge by interested eligible Bidders upon the submission of a written application to the address below. The document will be made available to prospective Bidders through a link to download the files. AIAS, IP will not be responsible for changes or damage to download of the files.

6. Bids must be delivered to the address below on or before 13:00 hours local time, 20th February 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 20th February 2024 at 13:00 hours local time.

7. All Bids must be accompanied by a Bid Security of US$200,000.

8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
