Hiring a firm to carry out a baseline study of the wood fuel production chain and train producers in Niassa and Nampula
1. The National Fund for Sustainable Development (FNDS) is implementing the Rural Resilience Programme for Northern Mozambique, called MOZNORTE, with funding from the World Bank and intends to use part of the funds to pay for the contract resulting from the hiring of Consultancy Services for a firm to carry out a baseline study of the wood fuel production chain and train producers in Niassa and Nampula.
2. The consulting services (“the Services”) includes a comprehensive assessment of the firewood and charcoal production chain, including identifying other alternative forms of biomass, organizing and training charcoal producers in the use of improved biomass production and combustion technologies and the establishment of woodlots in Niassa and Nampula, and training technicians from the National Forestry Directorate and local governance bodies through their integration into the teams at all stages of the work. The estimated level of effort to carry out the services is 54 person-months.

4. The FNDS now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: i) Experience in value chain studies for charcoal and firewood; (ii) Experience in policy development and implementation of national natural resource management programs; (iii) Experience in organizing and training local communities; iv) Experience in the implementation of World Bank or other donor projects. Key Experts will not be evaluated at the shortlisting stage.
5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank"s "Procurement Regulations for IPF Borrowers" of November 2020 (“Procurement Regulations”), which defines the World Bank"s policy on conflicts of interest.
6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. A Consultant will be selected in accordance with the Quality Cost Based Selection method set out in the Procurement Regulations and in Decree Law n°. 79/2022 of December 30.

9. Expressions of Interest must be delivered in a written form to the address below no later than 15H00 of November 08th, 2023. The outer envelope containing the Expression of Interest must contain the following information: “RFP Nr. 106/CS/MOZNORTE/QCBS/2023: Hiring a firm for a basic study of the wood fuel production chain and training of producers in Niassa and Nampula”, when sent by email, this information must appear in the subject line of the message.
