1. The Government of Mozambique has applied for financing from the World Bank toward the cost of the SUSTAINABLE ENERGY AND BROAD BAND ACCESS IN RURAL MOZAMBIQUE PROJECT (ProEnergia+), and intends to apply part of the proceeds toward payments under the Contract for Supply of Wooden Poles for the Northern Region. For this contract, the Borrower shall process the payments using the direct payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Electricidade de Moçambique now invites sealed Bids from eligible Bidders for Supply of wooden Poles to North of Mozambique within a period of 12 months divided in lots as follows:

• Lot 1 – Supply of 32240 Un 6.5m poles; 8259 Un 9m poles; 5101 Un 12m Poles
• Lot 2 – Supply of 10768 Un 6.5m poles; 9115 Un 9m poles; 5657 Un 12m Poles

3. Bidding will be will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” revised November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Electricidade de Moçambique , EP (EDM), Electrification and Projects Directorate (DEP), as per Email Address: procurement.proenergia@edm.co.mz; and inspect the bidding documents during office hours from 7:30h to 15:30h local time, from Monday to Friday, at the address given below.

5. The Bidding Document in English may be downloaded free of cost form the following link: https://drive.google.com/drive/folders/1gsiBbSofZEommIpr8qKtSXL0SUB_V5g3?usp=sharing. Replies to clarifications requested by bidders and Amendments to Bid Documents if any, will not be e-mailed directly to bidders. All responses to clarifications and amendments will be posted in the above linked file and bidders are solely responsible for monitoring the Link during the bidding process for all notifications with respect to this RFB.

6. Bids must be delivered to the address below on or before 02h00 P.M, Local time on 29th November 2023. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

7. All Bids must be accompanied by a Bid Security of:

• Lot 1 – 36,000.00 USD
• Lot 2 – 36,000.00 USD

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
