Assignment Title: Occupational Health and Safety Specialist for the Sustainable Energy and Broadband Access in Rural Mozambique (ProEnergia Plus)

• The Government of Mozambique (GoM) hereinafter referred to as “the Borrower” have received the Grant funds from International Development Association (IDA) towards the cost of the Sustainable Energy and Broadband Access in Rural Mozambique Project (ProEnergia+). The funds have been channeled through the national Power Utility, Electricidade de Moçambique, E.P. (EDM) as the Project Implementation Agency and EDM intends to apply part of the proceeds for consulting services.

• The consulting services (“the Services”) includes a Time-based contract for an Individual Consultant for Occupational Health and Safety for the new Sustainable Energy and Broadband Access in Rural Mozambique (ProEnergia+) including the ongoing Power Efficiency and Reliability Improvement (PERIP) and Mozambique Energy for All (ProEnergia) Projects, whose total estimated period is thirty-six (36) months.

• The Electricidade de Moçambique now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: CV’s indicating appropriate qualification, experience and skills in Occupational Health and Safety and Environmental Specialist in projects and in conducting OHS inspections, audits, risk assessments, incident investigations and implementation of corrective actions; certifications (e.g., NEBOSH level 6 or similar); description of similar assignments previously carried out; In-depth knowledge of Mozambique occupational health and safety regulations, codes of practice, and standards; relevant documents shall be attached as supporting documentation for the expression of interest.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

• A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
