CONSULTANCY SERVICES FOR THE DEVELOPMENT OF SPECIFIC

ENVIRONMENTAL AND SOCIAL TOOLS FOR NAMPULA PROVINCE

1. The Government of Mozambique, represented by the Ministry of Public Works, Housing and Water Resources (MOPHRH) has received a World Bank financing for the Northern Mozambique Urban Development Project (PDUNM) whose strategic objective is to "improve access to infrastructure and living conditions in selected cities in Northern Mozambique".

2. This activity is an integral part of Subcomponent 1B which is implemented by Fundo para o Fomento de Habitação, FP (FFH, FP), and it is intended to use part of the funds to contract consultancy services for the implementation of the partial urban planning in technical projects of urban infrastructure and public facilities.

3. The Consultancy ("the Service") includes, but is not limited to:

• To Describe the biophysical environment and the environmental and social situation of the areas of work of the subcomponent, which represent the baseline of the subcomponent;
• The policy, legal and institutional framework for environmental and social management and assessment of impacts relevant to the nature of the subcomponent;
• To identify, to assess and to measure the extent of positive and negative impacts and direct and indirect environmental and social risks in the areas of work of the subcomponent;
• To provide a checklist of the types of impacts and corrective actions to avoid and/or mitigate them. The consultant will submit, in annex, a table containing the types of impacts and appropriate mitigation measures, taking into account the typology of the systems and the social issues / risks indicated above. They should also propose, as far as possible, actions for the improvement of environmental and social conditions in the areas of work of the subcomponent;
• To develop a framework for participatory monitoring and assessment of programs as set out above to ensure effective and efficient implementation of the environmental and social issues highlighted in the Environmental and Social Studies of the subcomponent;
• To describe the mechanism and institutional arrangements for the implementation of Environmental and Social Impact Studies (ESIS) and preparation of the ESMPs, specifying the roles and responsibilities of all stakeholders (central, regional / local, municipal and local) involved in implementation;
• To develop a programme of public consultation and participation involving all project stakeholders, including key beneficiaries and those directly affected by the project, including women, youth and vulnerable groups. Ensure that the consultation programme is ongoing and in accordance with what is outlined in the Stakeholder Engagement Plan;
• To develop a monitoring and assessment mechanism to ensure systematic and effective monitoring of key ESIS recommendations;

4. The detailed Terms of Reference (ToR) for the services can be found on the FFH, FP website or may be requested by email at the address below.

5. Accordingly, FFH, FP - PDUNM invites eligible consultancy firms ("Consultants") to express interest in providing the above services. Interested Consultants should provide information to demonstrate that they have the necessary qualifications and experience to perform the services. The Consultancy should be carried out by a firm or consortium of firms that cumulatively have proven experience in the following broad areas of knowledge described below, namely

• Environmental and social impact assessment for urban areas;
• Elaboration of resettlement action plans for urban areas.

6. The assessment of the Expressions of Interest will be based on:

• Consultant experience in the preparation of environmental and social impact studies/assessment of environmental and social impact for infrastructures and urban facilities.
• Consultant experience in the preparation and assessment of similar studies (urban infrastructures and facilities);
• Experience in the preparation of similar studies carried out in the last 5 (five) years in the sub-Saharan region.

The main experts will not be assessed in the pre-selection phase.

7. Interested Consultants should pay attention to Section III, paragraphs, 3.14, 3.16 and 3.17 of the “World Bank Procurement Regulations for IPF Borrowers” of November 2020.

8. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

9. The Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method established in the World Bank Procurement Regulations, November 2020 Edition.
