REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consolidation and maintenance of the unified academic registration system (E-Sura)

The Government of Mozambique has received financing from the World Bank toward the cost of the Improvement of Skills Development in Mozambique (MozSkills), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

• Update the diagnosis of Local e-SURA and Central e-SURA;
• Update the hardware and software technical specifications for the correct functioning of e-SURA:
• Incorporate in e-SURA indicators of Information and Communication Technologies, Science, Technology and Innovation;
• Develop administrative and financial modules and integrate them into local e-SURA;
• Consolidate the implementation of interoperability/integration between the Central e-Sura and academic registration systems of HEIs (local e-SURA and own academic registration systems);
• Conduct training for Central e-SURA and Local e-Sura administrators so that they are able to operate, maintain, modify and update the database and application of the systems;
• Train academic record technicians responsible for the operation and administration of Local e-SURA;
• Train the managers of the academic records of the HEIs on the operation of the Local e-SURA and Central e-SURA

The Ministry of Science, Technology and Higher Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) ten (10) years of experience in the Information and Communication Technologies sector, including the management, design and implementation of information systems; and (ii) Have experience in the development of higher education management systems and computerized academic record management systems. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
