Assignment Title: Consulting service to carry out feasibility study for On-Demand Transit Service (ODTS)

Through its Ministry of Finance, Mongolia has received a loan from the International Bank for Reconstruction and Development toward the cost of the Ulaanbaatar Sustainable Urban Transport Project (USUTP) and intends to apply part of the proceeds for consulting services.

The objective of this consulting assignment is to strengthen the MUB’s analytical and institutional capacity to enhance public transport services in underserved areas of UB and to complete a feasibility study for a pilot on-demand transit service (ODTS).

The anticipated date for commencement of the service is in the first quarter of 2024 and the tentative duration of the assignment is about 6 months.

The Municipality of Ulaanbaatar now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The ranking evaluation criteria for interested firms are:

• General experience in development and implementation of public transport services and urban transport planning projects for at least 10 years;
• Specific experience in conducting feasibility study for public transport projects and designing and implementing on-demand transit services during the last 10 years by demonstrating 3 (three) successfully completed similar assignments, each amounting to not less than US$ 100,000 contract value (provide evidence documents);
• Technical and managerial organization of the firm (provide only the structure of the organization, general qualification, and key staff structure and their general qualifications). Do not provide CVs of key staff. Key experts will not be evaluated at the this stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised in November 2017, August 2018 and November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection (CQS) method set out in the Procurement Regulations. The best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.
