Assignment Title: Consulting Services for Supporting Implementation of ITS including Training and Workshop

Through its Ministry of Finance, Mongolia has received a grant from the International Bank for Reconstruction and Development/International Development Association toward the cost of the Ulaanbaatar Sustainable Urban Transport Project (USUTP) and intends to apply part of the proceeds for consulting services.

This consulting service (“the Services”) will support the implementation of ITS of the USUTP through capacity building. It will conduct advanced training as well as study tour for key staff to learn best practices, familiarizing equipment and solutions in the country that have a good ITS experience. The Consultant will be responsible to delivering 2 separate capacity building, each should be different location (country).

The anticipated date for commencement of the service is in the fourth quarter of 2023 and the tentative duration of the assignment is about 4 months.

The Municipality of Ulaanbaatar now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are:

• General experience in implementing the consultancy contracts in the field of organizational/institutional developments or international study tour during the last 5 years;
• Specific experience in performing at least 2 international capacity building, workshop and training during the last 3 years, specific similar contract amount shall not be less than USD 150.000 (provide evidence documents);
• Technical and managerial organization of the firm (provide only the structure of the organization, general qualification and number of key staff). Do not provide CVs of key staff. Key experts will not be evaluated at this stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised in November 2017, August 2018 and November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection (CQS) method set out in the Procurement Regulations.
