1. The Government of the Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Water Security and Sanitation Project (MWSSP), and intends to apply part of the proceeds toward payments under the Contract for Construction of the Wastewater Treatment Plant (WWTP) and the Sewerage Infrastructure in the Municipality of Soroca
2. The P.I. National Office for Regional and Local Development / MWSSP Implementation Unit now invites sealed Bids from eligible Bidders for Plant Design, Supply, Installation, Testing and Commissioning for Construction of the Wastewater Treatment Plant and the Sewerage Infrastructure in the Municipality of Soroca. The town of Soroca is the administrative centre of the Soroca Municipality, located on the right bank of the Dniester River, along the border with Ukraine, 160 km north of the capital Chisinau. The wastewater network is divided into 4 main catchments, connected to the Central wastewater pumping station (CPS). Two other wastewater pumping stations are located respectively on the northside (North Pumping Station, NPS) and on the southside of the city (South Pumping Station, SPS) with small catchment areas to pump the wastewater to the main network. At present, the untreated wastewater is discharged into the Dniester River via two outfalls located adjacent to the Central Pumping Station and the South Pumping Station. The overall objective of this project is to improve environment conditions in the Municipality and reduce pollution emission to the Dniester River and ensure full compliance with the relevant national and European legislation. The works envisaged under this Contract include the following:
The works shall be suitable for continuous operation during the designed lifetime, achieving full compliance with the guaranteed functional requirements at all times.
The Works will be implemented under a single contract based on the World Bank’s Standard Procurement Documents for Plant Design, Supply and Installation, dated February 2025.
The construction period is estimated to about 31 months from the contract signing.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Moldova Water Security and Sanitation Project and inspect the bidding document during office hours from 09:00 to 17:00 local time in Moldova at the address given below.
5. The bidding document in the English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of EUR 50.00 (fifty Euro, 00 eurocents or Moldovan Lei equivalent), net of bank charges, in the case of distribution electronically or, EUR 200.00 (Two Hundred Euro, 00 eurocents) net of bank charges, in the case of courier delivery. A Proof of payment, in form of a SWIFT payment confirmation, shall be presented physically or through email, for delivery of the Bidding Document. The method of payment in both cases, will be by bank transfer. The payment details shall be provided upon written request to tender@ondrl.gov.md.
6. Bids must be delivered to the address below on or before 11:00 a.m. local time, on October 21, 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on October 21, 2025 at 11:00 a.m. local time in Moldova. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
7. All Bids must be accompanied by a Bid-Securing Declaration.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
