Assignment Title: Consulting services to develop and implement Digital Competencies’ assessment for 9th and 12th - grade graduates

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project, and intends to apply part of the proceeds for individual consulting services.

The consulting services (“the Services”) is to support the National Agency for Curriculum and Evaluation (NACE) in organizing and conducting DC assessments for 9th and 12th-grade graduates, in line with the methodology developed by NACE. The assessment will target approximately 1,000 students (app 500 9th graduates and 500 12th graduates) who have voluntarily expressed their willingness to participate, with the goal of evaluating their DC levels and providing strategic recommendations for their development.

The duration of consultancy is four months and is expected to begin in March 2025.

The MoER now invites eligible Consulting Company (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

(i) General experience (40 points):

  • Proven track record of successfully conducting large-scale assessments in the field of education and digital competencies. At least 2 (two) successfully completed[1] similar assignments[2] in past 5 years, including references and examples of prior work with educational institutions or government agencies.
  • Proven experience in working with international or national frameworks for digital competency assessment (e.g., PISA, DigComp).
  • Minimum of 5 years of experience in developing, implementing, and managing digital assessment systems.
  • Demonstrated ability to manage projects involving large-scale testing populations (at least 6,000 participants in a single assessment cycle).

(ii) Specific experience (60 points):

  • Expertise in developing and managing adaptive testing platforms capable of supporting a large number of simultaneous users (at least 2,000 concurrent test-takers).

Digital Assessment platform should meet the following requirements:

  • Support multiple item types (e.g., multiple-choice, open-ended, interactive);
  • Support for at least 2,000 students connected simultaneously;
  • Compatible with various devices and browsers;
  • Access via unique ID/personal code;
  • Generates adaptive tests;
  • Tests are automatically evaluated by the system, completely eliminating human influence or the possibility of subjective errors in evaluation;
  • Automatic generation of personalized reports.
  • Provide multi-language support, including Romanian, Ukrainian and Russian.
  • Ensures personal data protection and includes anti-fraud systems (e.g., proctoring).
  • Experience in creating item banks aligned with national curricula, international frameworks (e.g., DigComp 2.2), and transversal competencies.
  • Proficiency in ensuring data security and privacy, including compliance with relevant data protection laws and regulations.
  • Experience in conducting training sessions for supporting staff, including test administrators and data entry operators, both in-person and online.
  • Ability to develop and deliver personalized reports (minimum 6,000) for participants, including performance analysis and improvement recommendations.
  • Demonstrated capability to generate comprehensive statistical and analytical reports on test results, identifying trends and learning gaps.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
