1. The Government of the Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Water Security and Sanitation Project (MWSSP) and intends to apply part of the proceeds toward payments under the contract for Improvement of Water Supply Services in Cahul and Vulcanesti Districts. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
2. The P.I. National Office for Regional and Local Development / MWSSP Implementation Unit now invites sealed Bids from eligible Bidders for construction of the drinking water transmission main in the Cahul district, on the route Cahul-Lebedenco-Pelinei-Gavanoasa-Vulcanesti-Alexandru Ioan Cuza and the construction of internal water supply systems in the localities of Pelinei, Satuc, Gavanoasa, Vladimirovca and Nicolaevca in Cahul district, and Vulcanesti railway station in Vulcanesti, resulting in increased access to the new infrastructure and the quality of water supply and sanitation services (WSS) for households, enterprises and public institutions in the targeted localities.
The contract foresees the construction of drinking water transmission main consisting of HDPE PE100 RC triple layer (type 2, reference standard: PAS 1075) or HDPE PE100 RC double layer (type 2, reference standard: PAS 1075) pipes with increased resistance to slow crack propagation pipes installed in open trench without sand bed.
According to the hydraulic calculation, and taking into account the relief of the land, it is planned to install HDPE RC PE100 pipelines with different SDR and PN (SDR13,6 PN12,5 and SDR17 PN10).
The water transmission main is designed into two pipelines:
The total length of the water transmission main consisting of HDPE PE100 RC pipes with the diameters of up to DN400 is about 97,200.00 meters.
The design documentation also foresees the supply and installation on the water transmission main of the three (3) Containerised Pumping Stations and six (6) Containerised Chlorination Stations, as well as other equipment and materials, including SCADA.
The contract also provides for the construction of drinking water transmission main consisting of HDPE PE100 RC pipes in the communities of Pelinei, Gavanoasa, Vulcanesti Station, with the diameters of up to DN110 of the total length of about 67,000.00 meters.
The design documentation also includes supply and installation of the pumping station, water towers, water reservoirs, connection of consumers to the water distribution networks, and other works and materials.
The works will be implemented under a single contract based on Conditions of Contract for Construction for Building and Engineering Works Designed by the Employer (“Red book”) Second edition 2017, reprinted 2022 with amendments”, published by the Federation Internationale Des Ingenieurs – Conseils (FIDIC) and “Particular Conditions” which comprise of the World Bank’s COPA and the amendments and additions to such General Conditions.
The construction period is estimated to 24 months, calculated from the Commencement Date.
3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Moldova Water Security and Sanitation Project and inspect the bidding document during office hours from 09:00 to 17:00 local time in Moldova at the address given below.
5. The Bidding document in the English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of EUR 50.00 (Fifty Euro, 00 eurocents or Moldovan Lei equivalent), net of bank charges, in the case of distribution electronically or, EUR 200.00 (Two Hundred Euro, 00 eurocents) net of bank charges, in the case of courier delivery. A Proof of payment, in form of a SWIFT payment confirmation, shall be presented physically or through email, for delivery of the Bidding Document. The method of payment in both cases, will be by bank transfer. The payment details shall be provided upon written request to tender@ondrl.gov.md.
6. Bids must be delivered to the address below on or before 11:00 a.m. local time, on March 31, 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on March 31, 2025 at 11:00 a.m. local time in Moldova. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
7. All Bids must be accompanied by a Bid Security of EURO 100,000.00 (One Hundred Thousand Euro, 00 eurocents).
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
