INVITATION FOR BIDS (IFB)

(Authorised under Section 14(2) of the Public Procurement Act 2006, as amended)

Design, Manufacture, Supply, Installation, Testing and Commissioning of One New 1.9 to 2.5 MWe Generating Unit at CEB Pointe Monnier, Rodrigues Island, Republic of Mauritius

Open International Bidding

The Central Electricity Board is inviting bids from eligible and qualified local and international bidders through the Government e-Procurement System for the Design, Manufacture, Supply, Installation, Testing and Commissioning of One New 1.9 to 2.5 MWe Generating Unit at CEB Pointe Monnier, Rodrigues Island, Republic of Mauritius

Bidding documents may be downloaded from the e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system is CEB/IFB/2025/10033.

A pre-bid meeting followed by a site visit will take place on Thursday 08 January 2026 at 9.30 hours (Rodrigues time) at the Pointe Monnier Power Station in Rodrigues Island.

Bids shall be submitted online on the e-Procurement System by Wednesday 18 February 2026 up to 13.30 hours (Mauritian Time) at latest.

Bidders who have submitted bids online by the closing date and time shall decrypt and re-encrypt their bids on Wednesday 18 February 2026 from 14.31 hours (Mauritian Time) till Friday 20 February 2026 up to 14.00 hours (Mauritian Time).

Bidders must submit an Original Bid Security amounting to MUR 4M at the Central Procurement Board, at below mentioned address, on or before the deadline for submission of the bids. The Bid Security shall be valid up to 15 September 2026.

Bids will be opened online on the e-Procurement System on Friday 20 February 2026 as from 14.01 hours up to 18.00 at the following address:
