Assignment Title: Diaspora Survey

The Government of the Republic of the Marshall Islands (RMI) has received financing from the World Bank (WB) toward the cost of the Strengthening Public Financial Management II (PFM II) Project and intends to apply part of the proceeds for consulting services.
The Ministry of Finance, Banking & Postal Services (MOFBPS), in collaboration with the Economic Policy, Planning and Statistics Office (EPPSO), intends to engage a qualified consulting firm to design and implement a Diaspora Survey targeting Marshallese residing in certain communities in Hawaii and mainland United States, as part of Component 3: Improving PFM Capacity, Transparency and Citizen Engagement.
Under Sub-component 3.3, the assignment seeks to generate an evidence base to inform MOFBPS workforce planning, recruitment and retention strategies, gender-responsive human resource policies, PFM certification pathways, and broader public sector talent pipeline initiatives.
Under the general guidance of the Project Manager, the Consulting firm will work closely with EPPSO, and the MOFBPS, including, but not limited to: the Deputy Secretary for Core Financial Services, Assistant Secretaries of Finance, MOFBPS HR Director, CIU, and other line ministries and international development partners as needed to strengthen the Ministry’s workforce planning, recruitment and retention strategies.

The Ministry now invites eligible firms to indicate their interest in providing the services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. This information shall include:
Evaluation Criteria
Submissions of all applicants will be evaluated as follows: all submissions will be evaluated against the assignment’s mandatory requirements. The proposals that meet the minimum requirements will then be scored according to the set scoring criteria. The three firms with the highest scores will be invited to an interview. The firm then identified by the interview panel as the most suitable will be invited to negotiate the contract.
