1. Background

The Government of the Republic of Marshall Islands (RMI) has received financing from the World Bank (WB) toward the cost of the Renewable Energy Generation and Access INcrease Project (REGAIN) and intends to apply part of the proceeds for consulting services.

The Marshalls Energy Company (MEC) now invites eligible individuals ("Consultants") to express their interest in providing services as a Solar PV Engineer under the REGAIN Project.

2. Assignment Overview

Position: Solar PV Engineer – On-Island Technical Expert

Contract Duration: 24 months (initial), extendable through September 2030

Engagement Model: Intermittent basis with mandatory on-site presence during critical phases

Expected Start: February 2026

Selection Method: Consultant"s Qualification Selection (CQS)

Role Summary:

The Solar PV Engineer will serve as MEC"s on-island technical expert and "guru" for all renewable energy systems, following a proven "resident engineer" model. This is a hands-on technical position focused on:

Technical Leadership:

  • Managing technical activities for 6.6 MW of new solar PV + BESS under REGAIN (Majuro, Ebeye, and outer islands)
  • Operating and maintaining 4 MW existing solar PV + 2 MWh BESS from SEDeP, plus all legacy MEC solar systems
  • Serving as go-to expert for solar PV, BESS, Energy Management Systems (EMS), SCADA, and PLC controls
  • Commissioning new installations and troubleshooting complex technical issues

Capacity Building (Critical Focus):

  • Developing comprehensive Standard Operating Procedures (SOPs) for all renewable energy systems
  • Providing hands-on training to MEC and KAJUR technical staff
  • Building sustainable local capacity for independent system operation and maintenance
  • Creating technical documentation and troubleshooting guides

Success Measure: MEC staff can independently operate, maintain, and troubleshoot solar-BESS systems without ongoing international support after the consultant"s engagement ends.

3. Terms Of Reference (TOR) Summary

The complete TOR is attached to this REOI and provides comprehensive details on:

  • Deliverables and reporting requirements
  • Engagement model and on-site presence expectations

4. Mandatory Minimum Requirements

All candidates MUST meet ALL of the following requirements (Pass/Fail). Candidates who do not meet any single requirement will be automatically disqualified:

Education:

  • Bachelor"s degree in electrical engineering, power systems, renewable energy, or related field

Technical Experience:

  • Minimum 10 years electricity sector experience with 5+ years in renewable energy (solar PV, BESS, mini-grids, hybridization)
  • Full project lifecycle experience (design, procurement, installation, commissioning, O&M, optimization)
  • Hands-on BESS experience (BMS, lithium-ion, grid integration)

Systems & Controls:

  • Demonstrated experience with Energy Management Systems (EMS), SCADA systems, and PLC systems

Project Delivery:

  • Completed solar PV/BESS projects in Small Island Developing States (SIDS) or similar remote/challenging environments

Troubleshooting:

  • Strong technical troubleshooting skills for solar PV, BESS, inverters, and control systems

Capacity Building:

  • Experience developing SOPs, technical manuals, and maintenance protocols
  • Experience designing and delivering training programs and mentoring technical staff

Commissioning:

  • Experience commissioning utility-scale or distributed solar PV and BESS systems

Communication & Leadership:

  • Excellent written and verbal communication skills (technical documentation, stakeholder engagement)
  • Strong leadership, mentoring, and team management capabilities

Note: Professional certifications, development partner experience, and other qualifications are highly desirable and contribute to scoring but are not mandatory. See attached TOR for complete details.

5. Evaluation and Scoring

Selection Process:

  • Preliminary Screening: Pass/Fail against all mandatory requirements
  • Technical Scoring: Candidates meeting all requirements scored on 100-point scale (plus bonus points)
  • Shortlisting: Top 3 candidates (minimum 70 points) invited to interview
  • Interview: Technical interview to assess depth, communication, and cultural fit
  • Selection: Best candidate invited to negotiate contract
  • Reference Checks: Verification of experience and performance

Scoring Criteria:

Candidates will be evaluated based on a 100-point scoring matrix covering:

  • Education (15 points)
  • Core Technical Experience (35 points)
  • Systems and Controls Expertise (15 points)
  • Capacity Building & Knowledge Transfer (25 points)
  • Troubleshooting and O&M Skills (10 points)
  • Quality of Application Materials (5 points)

7. World Bank Procurement Regulations

Consultants are advised to review paragraphs 3.14, 3.16, and 3.17 of the World Bank"s Procurement Regulations for IPF Borrowers (February 2025) regarding conflict of interest policies.

This assignment will be procured using the Consultant"s Qualification Selection (CQS) method under REGAIN Sub-component 3.2 (MEC and KAJUR Capacity Building).

8. Important Notes for Applicants

Capacity Building is Critical: This position emphasizes sustainable knowledge transfer. Candidates must demonstrate genuine commitment to building local technical capacity that enables MEC staff to independently operate systems after the consultant departs.

Resident Engineer Model: This is a hands-on technical role, not high-level consulting. The consultant will work directly with equipment and mentor local staff on-site.

Intermittent Engagement: While structured on an intermittent basis, the role requires mandatory extended on-site presence during:

  • System commissioning (full duration)
  • Installation supervision
  • Training delivery
  • Complex troubleshooting
  • Critical project milestones

Technical Depth Required: You must be the "go-to expert" who can diagnose and fix problems with solar PV, BESS, EMS, SCADA, and PLC systems in a remote island environment with limited external support.

Cultural Fit Matters: Experience working effectively in Pacific Island or similar small island communities is highly valued.
