1. Background
The Government of the Republic of Marshall Islands (RMI) has received financing from the World Bank (WB) toward the cost of the Renewable Energy Generation and Access INcrease Project (REGAIN) and intends to apply part of the proceeds for consulting services.
The Marshalls Energy Company (MEC) now invites eligible individuals ("Consultants") to express their interest in providing services as a Solar PV Engineer under the REGAIN Project.
2. Assignment Overview
Position: Solar PV Engineer – On-Island Technical Expert
Contract Duration: 24 months (initial), extendable through September 2030
Engagement Model: Intermittent basis with mandatory on-site presence during critical phases
Expected Start: February 2026
Selection Method: Consultant"s Qualification Selection (CQS)
Role Summary:
The Solar PV Engineer will serve as MEC"s on-island technical expert and "guru" for all renewable energy systems, following a proven "resident engineer" model. This is a hands-on technical position focused on:

Success Measure: MEC staff can independently operate, maintain, and troubleshoot solar-BESS systems without ongoing international support after the consultant"s engagement ends.

7. World Bank Procurement Regulations
Consultants are advised to review paragraphs 3.14, 3.16, and 3.17 of the World Bank"s Procurement Regulations for IPF Borrowers (February 2025) regarding conflict of interest policies.
This assignment will be procured using the Consultant"s Qualification Selection (CQS) method under REGAIN Sub-component 3.2 (MEC and KAJUR Capacity Building).
8. Important Notes for Applicants
Capacity Building is Critical: This position emphasizes sustainable knowledge transfer. Candidates must demonstrate genuine commitment to building local technical capacity that enables MEC staff to independently operate systems after the consultant departs.
Resident Engineer Model: This is a hands-on technical role, not high-level consulting. The consultant will work directly with equipment and mentor local staff on-site.
Intermittent Engagement: While structured on an intermittent basis, the role requires mandatory extended on-site presence during:
Technical Depth Required: You must be the "go-to expert" who can diagnose and fix problems with solar PV, BESS, EMS, SCADA, and PLC systems in a remote island environment with limited external support.
Cultural Fit Matters: Experience working effectively in Pacific Island or similar small island communities is highly valued.
