The Republic of Maldives has received financing from the World Bank toward the cost of the Maldives Urban Development and Resilience Project and intends to apply part of the proceeds toward payments under the contract[1] for Refurbishment of Emergency Operations Coordination Center (EOCC).

The Ministry of Construction, Housing and Infrastructure now invites sealed Bids from eligible Bidders for Refurbishment of Emergency Operations Coordination Center (EOCC). Margin of Preference is not applicable.

Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” ” Procurement Regulations for IPF Borrowers Seventh Edition- September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from to the address below and inspect the Bidding document during office hours 08:30-14:30 hrs at the address given below.

The bidding document in English may be obtained by interested Bidders upon the submission of a written application to the address below from 10th December 2025 to 21st January 2026. The document will be sent by email.

Bids must be delivered to the address below on or before 1300hrs (local time) Thursday, 22nd January 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend.

All Bids must be accompanied by a Bid Security of MVR 50,000.00. The Bid Security shall be valid for 120 days from the bid submission date.

All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
