1. The Government of the Republic of Maldives through the Ministry of Fisheries and Ocean Resources (MFOR) is implementing Transforming Fisheries Sector Management in South-West Indian Ocean Region and Maldives (TransFORM) Project financed by the World Bank and intends to apply part of the proceeds toward payments under the contract for “Supply and Delivery of Echo Sounders with Tracking Devices on Anchored Fish Aggregating Devices (AFADs) and Providing Satellite Communication with Data Management Platform Service”.

2. The Ministry of Fisheries and Ocean Resources now invites sealed Bids from eligible Bidders for “Supply and Delivery of Echo Sounders with Tracking Devices on Anchored Fish Aggregating Devices (AFADs) and Providing Satellite Communication with Data Management Platform Service”.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services, November 2020 and revised February 2025 introduced by the Bank under the Procurement Framework (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information by writing to procurement.transform@fisheries.gov.mv before 02nd November 2025, 12:00 PM, Maldives Time.

5. Bids must be delivered to the address below on or before 17th November 2025, 11:00 AM, Maldives Time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 17th November 2025, 11:00 AM, Maldives Time.

6. All Bids must be accompanied by a Bid Security of MVR 38,550.00 or USD 2,500.00.
