Assignment Title: Consultancy for the implementation of the Urban Social Registry in Blantyre City Council

The Government of Malawi with support from the World Bank is implementing the Regional Climate Resilience Programme 2 (RCRP-2). The programme development objective (PDO) is to strengthen the resilience to water-related climate shocks in Eastern and Southern African countries.
The National Local Government Finance Committee (NLGFC) over-sees implementation of the sub-components 2.2, 3.1 and 3.2 of the RCRP-2. The NLGFC Project Implementation Unit (PIU) reports to the Project Coordination Unit (PCU) domiciled at the Department of Economic Planning and Development (EP&D). The NLGFC PIU is responsible for the district-lead resilience building implemented through the local authorities. The PIU therefore intends to apply part of the proceeds for consulting services for the implementation of the Urban Social Registry in Blantyre City Council. The entire work is expected to be completed in 60 man days, spread over 2 calendar months (May to June, 2026), commencing from the date of contract signing.
2.0 Objectives of the Assignment
The objective of this consultancy is to expand Malawi Social Registry (MSR) to Blantyre City Council, including data collection, through the administration of the Urban Harmonized Data Collection Tool UHDCT to all households within the City
Specifically, the Consultant shall;
The data intake questionnaire will be provided by the Malawi Social Registry (MSR) Management Unit. It captures key socio-economic information, biometrics, and GPS coordinates, and must be administered to the household head or an appropriate caretaker. The inclusion of GPS and biometric data strengthens the accuracy and verification of household identification.
The selected firm will be fully responsible for managing and implementing the USR process, under the overall oversight and technical guidance of the client. The firm is expected to present a clear and credible strategy outlining how it will effectively manage all stages of the process, from initiation to completion.
In addition, the consulting firm will be required to prepare a detailed action plan, for approval by the MSR Management Unit under the Ministry of Finance, Economic Planning and Development. This plan should outline specific steps for Geo-mapping, Stakeholder Sensitization (Council and Community), Enumerator Identification and Training, Data Collection, Supervision, and Data Validation. It must demonstrate how each activity will be executed to ensure timely delivery and the highest standards of data quality, accuracy, and integrity.
3.0 Period of Implementation
The entire work as stated under these ToRs is expected to be completed in 60 man days, spread over 2 calendar months (May to June, 2026), commencing from the date of contract signing:

4.0 Invitation for Expression of Interest
The National Local Government Finance Committee (NLGFC) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. The assignment requires a well-established firm or organization with adequate capacity and experience in facilitating data collection. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
5.0 Conflict of Interest
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
6.0 Firm’s Association with other Firms
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7.0 Selection Method
The Consultant will be selected in accordance with the Quality and Cost Based Selection Method set out in the Procurement Guidelines.
