The Government of Malawi, through the Department of Economic Planning and Development has received financing from the World Bank toward the cost of the Regional Climate Resilience Program for Eastern and Southern Africa 2 Malawi (RCRP2 - MW) and intends to apply part of the proceeds for consulting services.
The consulting services include Consultancy for the Preparation of a Detailed Environmental and Social Impact Assessment (ESIA) Report for Construction of National Disaster Management and Climate Resilience Centre (NDMCRC) In Area 20 Lilongwe. The assignment aimed to undertake Environmental and Social Impact Assessment for the construction of the NDMCRC which will also house offices for Department of Disaster Affairs (DoDMA), Department of Water Resources (DWR) and Department of Climate Change and Meteorogical Services (DCCMS). The National Emergency Operation Center (NEOC) will be within the building for improved coordination during emergencies following the incident command system. The assignment is expected to be implemented within 6 months with an estimated man month of 19.
The main objective of this consultancy is to undertake detailed Environmental and Social Impact Assessments and prepare the associated Environmental and Social Management and Monitoring Plans (ESMMP), for construction of the National Disaster Management and Climate Resilience Center (NDMCRC) in accordance with EMA of 2017, EIA Guidelines, and World Bank’s Environmental and Social Standards (ESS).

The Ministry of Finance and Economic Affairs through the Department of Economic Planning and Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
