The African Union Commission has received financing from the World Bank toward the Implementation of Regional Climate Resilience Project 2 (RCRP2) and intends to apply part of the proceeds for the selection of Consulting firm to undertake the development and operationalize the African Union Climate Change and Resilient Development strategy and action plan (2022-2032), comprehensive Monitoring, Reporting and Learning Dashboard (MRLD) to support the SEBE/AUC in the implementation of the project.

The objective of this assignment is to develop the AU Climate Change and Resilient Development Strategy and Action Plan’s Monitoring, Reporting and Learning Dashboard (MRLD).

To achieve the objective, the consultant will work closely with AUC, AU member states, Regional Economic Communities (RECs), AU Climate Commissions and other stakeholders.

This can be done with existing information and analysis already conducted toward the development of the prototype, the initial indicators identified as well as the specific tasks to be accomplished as part of this assignment are detailed below.

Task 1: Development and synthesis of existing data, training, refining prototype and consultations

  • Develop an inclusive digital Monitoring, Reporting, and Learning (MRL) Dashboard for the Strategy.
  • Develop the capacity of the AUC, RECs, and Member states on MRL and share experiences using the MRLD.
  • Use the MRLD to support the development of a resource mobilization strategy.
  • Facilitate analytics and other knowledge products needed to guide the implementation, monitoring, reporting, and learning of the Africa Climate Change and Resilient Development Strategy, RECs, and MS climate action plan.
  • Develop role-based access and responsive design for both web and mobile platforms.
  • Conduct user acceptance testing (UAT) to ensure integration with identified data sources and refine features and visualizations based on feedback.
  • Develop a comprehensive user guide.
  • Deploy the system and after the system is live, provide support for an an agreed period (at least one year)

Task 2: Develop approach and methodology for data collection, the dashboard and training

  • Develop a comprehensive and integrated results framework that defines the excepted result areas at outcome, output, and input levels and is consistent with the strategic objectives and interventions of the Strategy.
  • Identification and specification of key performance indicators and metrics through stakeholders’ consultation workshop
  • Development of data collection tools and templates that can help member States to use for organizing and reporting data related to the MRLD indicators.
  • Development of an inclusive web-based digital MRLD that specifies the different performance indicators and their parameters.
  • Train AUC, selected RECs, and Member states’ personnel to effectively monitor, evaluate, report, and learn practices and collect and upload relevant data on the implementation of the Strategy at the national, regional, and continental levels.
  • Conduct an annual data collection, uploading, and reporting of the MRLD
  • Conduct a mid-term review of the Strategy using the MRLD.
  • Training on and using the MRLD to mobilize resources specifically to support the implementation and sensitization of the Strategy.
  • Develop strategies to explore new financing options, operationalize these financing strategies, and expand partnerships for support using the MRLD.

The detailed Terms of Reference (TOR) for the assignment is attached to this request for expressions of interest.

The African Union Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The required qualifications and experience of the firm are ;

  • Core business of the firm
  • Years in business mainly with the assignment related to climate change and resilient development strategy and action plan
  • Relevant Experience developing or implementing conceptual frameworks and assessment methodologies for the climate sector.
  • Technical and managerial capability of the firm.

The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection method set out in the Procurement Regulations.

  • Background:

The Regional Climate Resilience Program for Eastern and Southern Africa (RCRP) is a World Bank program where a regional multi-phase Series of Projects (SOP) are implemented to respond to the increasing frequency, intensity, and impact of climate shocks on people, livelihoods, infrastructure, and ecosystems. The main aim is strengthening the resilience of populations to climate-related shocks in Eastern and Southern Africa. The RCRP Series of Projects (SoP) allows for the tackling of common challenges amongst countries in the region while benefiting from a programmatic framework that will allow scalability (countries can join at different times) and economies of scale.  The RCRP SOP aims to reduce people"s vulnerability to climate shocks by making catalytic medium-to-large-scale investments in protective water infrastructure, watershed management, storage, and safety nets. The RCRP is expected to include at least three operations, overlapping in time, over a period of 10 years (2023 – 2032). The first project (US$ 382.4 million) (SOP-1) was approved by the World Bank Board on 24 May 2023, and includes 4 countries (Comoros, Madagascar, Mozambique, and South Sudan) and two regional organizations (Southern Africa Development Community, SADC, and Nile Basin Initiative, NBI).

The second Operation under the SOP will finance investments in Malawi and strengthen capacity at the AUC, building on and complementing the foundations set by the RCRP SOP-1. Building on the structure of SOP-1, SOP-2 is designed to catalyze systems change across sectors to avoid the business-as-usual model of financing individual single-sectoral investments without built-in sustainability. SOP-2 is fully aligned with the African Union Climate Change and Resilient Development Strategy and Action Plan (2022-2032). The main goal of the Strategy is to provide a continental framework for collective action and enhanced cooperation in addressing climate change issues to improve livelihoods and well-being, promote adaptation capacity and achieve low-emission sustainable economic growth. The four main objectives of the Strategy are (i) strengthening the adaptive capacity of affected communities, (ii) pursuing equitable and transformative low-emission, climate-resilient development pathways, (iii) enhancing Africa’s capacity to mobilize resources, and (iv) enhancing inclusion, alignment, cooperation, and ownership of climate strategies, policies, programs, and plans.

SOP-2 is also aligned with the Continental Africa Water Investment Program (AIP) and the Africa Regional Strategy for Disaster Risk Reduction and the Programme of Action for the implementation of Sendai Framework for Disaster Risk Reduction 2015—2030 in Africa.

The objectives of SOP-2 are to:

  • Strengthen climate information systems for resilience and disaster risk management in Africa;
  • Enhance climate resilience in Africa’s water systems; and
  • Strengthen resilience of communities to water-related disasters in Africa

The Regional Climate Resilience Program (SOP-2) is expected to enhance regional cooperation and collective actions by Member States in addressing climate change-related challenges. The program will follow a holistic and system-wide approach for sustainable resilience in the continent by covering the following aspects of climate resilience:

  • strengthening Africa’s capacity in applying climate information for resilience and disaster risk management.
  • building the resilience of water investments in Africa; and
  • strengthening community resilience to water-related disasters in Africa

The program will be implemented by the African Union Commission (AUC) with support from implementing partners over a period of three years.

The RCRP SOP-2 comprises the following components:

  • Risk Management and Climate Financing​.
  • Infrastructure Investments and Sustainable Asset Management for Climate Resilience​.
  • Adaptive Climate Services for Resilient Communities​.
  • Project Management​.

The MRLD.

The AU Climate Strategy was developed consultatively with all stakeholders (RECs, UN agencies, AU-MSs, civil society organizations, and development partners) in such a way that it compliments and draws heavily on the AU-MS climate change and development plans inter alia their Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), Nationally Appropriate Mitigation Actions (NAMAs), Continental and regional climate change initiatives and aligned with the AU’s Africa Agenda 2063 (The Africa We Want) as well as with Agenda 2030 SDGs.

The cumulative impact of the AU Climate Change and Resilient Development Strategy depends on the AU-MS and RECs’ implementation of their climate and development strategies and other continental and regional climate change initiatives. If the AU-MSs implement their NDCs and NAPs effectively, it will also contribute to the AU continental climate change strategies implementation to be successful. There is an interdependence on the bottom-up implementation of the AU-MSs with their NDCs and NAPs and the top-down complimentary approach that the AU and RECs lend with their convening power and sharing of best practices/lessons learned.

Monitoring, reporting, and learning are integral components of the Strategy to allow it to be adequately tracked and implemented.

The Strategy covers a period of 10 years, during which several local, national, and international actors will closely collaborate to attain the specified objectives. Under the AU"s overall supervision, the implementation will work alongside the Strategic Objectives, Overall and Specific Objectives, Expected Results, Key Strategic Interventions, and Actions. The digital MRLD hosted at the AU Headquarters in Addis Ababa will ensure that all planned interventions, outputs, and outcomes are on track and will be verified periodically during the lifetime of the Strategy.

Given the geographical extent, the diverse human resource involvement, and the range of factors that can influence the scope and pace of the work, the process will be one of Monitoring, Reporting, and Learning (MRL) platform. To achieve this, the MRLD will be based on a well-defined and integrated result framework for the Strategy, including the indicators needed to achieve the desired results. Provision will be made for flexibility in unpredictable occurrences, such as health pandemics and economic disruptions. The active players who drive the implementation and MRLD activities will belong to the AU and its partner organizations, national governments, RECs, civil society, and the public and private sectors including continental policy research institutes.

The MRLD will be used to monitor progress during the implementation phase of the AU Climate Change and Resilient Development Strategy and Action Plan. This will also allow the AU, RECs, MS, and other partners to track the level of success of the climate change programme across the continent.

This would involve monitoring key indicators, data sourcing, collecting, managing, and guaranteeing quality assurance. It will respond to how data will be analyzed, feedback mechanisms for improving interventions, a learning platform for RECs and MS, questions relating to the relevance, effectiveness, efficiency, impact, and sustainability of the proposed interventions, and the contribution of stakeholders to achievements.

The Climate Change Strategy is focused on supporting institutions (AUC and AU MSs and RECs) to provide an environment that enables effective mitigation, resilience, adaptation, improving capacities, and information collection, use, and dissemination. As a result, the successful implementation of this Strategy will partly depend on the ability and functionality of the digital MRLD to provide accurate and useful data, analytics, and response actions.

7.    Firm Qualification

The consultancy is expected to be done by a firm with multi-disciplinary experience in the following area:

  • Experience developing or implementing conceptual frameworks and assessment methodologies for the climate sector, especially the AU CAADP Review platforms
  • Familiarity with climate concepts, key literature, and climate modelling and digital dashboards, including the integration of AI. In addition, knowledge in developing key performance indicators and metrics to assess national and regional climate actions and ambitions would be desirable.
  • Experience in climate and climate action data collection and analytics for preparing and writing comprehensive climate-related performance tracking and outlook reports. Experience in climate change diagnostics (or related reports) including policy guidance for governments, will be considered an advantage.
  • Experience in mobilizing stakeholders and establishing mutually accountable and learning platforms for joint performance tracking and review of climate actions
