The African Union Commission has received financing from the World Bank toward the Implementation of Regional Climate Resilience Project 2 (RCRP2) and intends to apply part of the proceeds for the selection of Senior Procurement consultant to support to support the continental capacity building under the Africa Regional Climate Resilience Program.

  • BACKGROUND

The Africa Union has received financing from the World Bank toward the cost of the Support for Regional Climate Resilience Project 2 (RCRP2). The project objective is to Strengthen climate information systems for resilience and disaster risk management in Africa; Enhance climate resilience in Africa’s water systems; and Strengthen resilience of communities to water-related disasters in Africa.

  • OBJECTIVES

The overall objective of the consultancy service is to Strengthen climate information systems for resilience and disaster risk management in Africa; Enhance climate resilience in Africa’s water systems; and Strengthen resilience of communities to water-related disasters in Africa.

  • SCOPE OF WORK

The consultants will be part of the Project implementation unit and will work functionally under the Supply chain management division of the African Union Commission in expediting procurement activities under the project in an effective and efficient manner and completing the activities within the duration of the project.

  • MAJOR ROLES AND RESPONSIBILITIES

The following are the major responsibilities of the consultants;

  • Prepare a detailed procurement plan/schedule in consultation with the procurement division and the business unit and obtain “No Objection from the Bank “;
  • Initiate planned procurement activities as per the agreed schedule;
  • Prepare bid documents using WB standard bidding documents and SRFPs providing correct, complete and unambiguous specifications, standards and TORs for procurement of goods and services financed by under the project;
  • Follow up and submit Solicitation documents the Bank for No objection and make such modifications in the said documents as the Bank may recommend;
  • In case of International Competitive Bidding (ICB) procurements, prepare “Invitations for Bid (IFB)” in various websites including United Nations Development Business (UNDB)/dg Market as required;
  • Prepare Invitation for Bids (IFB) and arrange for the publications of the SPNs in accordance with the Protocols of Agreements;
  • Attend the opening of bids at stipulated time and place. Records bids as read out;
  • Undertake bid evaluation both preliminary, financial and post qualifications requirements and compile the evaluation report in accordance with the WB’s guidelines and submit the evaluation report to the Bank for “No Objection”;
  • Prepare awards and contracts in conformity with the requirements of the Bank;
  • Prepare contract agreement in accordance with the Bank’s standards and guidelines;
  • Support the Project Management Team in, follow-up and verifications of shipping and distribution documents, support in custom clearance and following up payments and disbursement to contractors;
  • Maintain procurement documents in proper filling system;
  • Perform other related duties and responsibilities assigned by the supervisor.
  • INSTITUTIONAL AND ORGANIZATIONAL ARRANGEMENTS

The consultants will report functionally to the Supply chain management division in the AU headquarter and administratively to the Regional Climate Resilience Project coordinator in -the PMRM Directorate.

  • QUALIFICATIONS AND EXPERIENCE

The Procurement Expert will have, not limited to, the following qualifications and experience:

  • A minimum of MA/MSc in Procurement or Supply Chain Management or Public Administration, Business Administration or law or any other relevant field and post graduate training in procurement or related subject, or equivalent by experience;
  • Good knowledge of standard procurement methods and procedures following UNCITRAL model law. Specific knowledge and experience in the WB procurement procedures will be a distinct requirement;
  • Minimum six (6) years relevant working experience, of which 3 years’ continuous experience is in procurement at senior level, in the WB projects
  • Knowledge of the WB as well as AUC procurement procedures and documentation will be an added advantage;
  • Experience in training, capacity building and setting up procurement systems in a new organisation will be a distinct advantage;
  • Computer literacy and competence, Microsoft Word, Excel, Access, Power Point;
  • Proven ability to work and interact with people from diverse, professional, social and cultural backgrounds;
  • Fluency in written and spoken English/French. Knowledge of other African Union working languages would be an added advantage;
  • Excellent analytical skills and report writing.

G. OTHER REQUIREMENTS

  • Excellent planning, organising and writing skills;
  • Excellent communication skills, ability to work in multicultural environments, and ease in interpersonal relationships;
  • Reliable and responsible personality and capacity to work under demanding professional circumstances and in an international environment;
  • Excellent coordination and negotiation skills;
  • Excellent organizational and recordkeeping skills;
  • Experience in dealing with senior business executives and government officials;
  • Good team player while being independent and able to work autonomously.

H. REFERENCES

Verifiable references and membership of professional organization(s). Previous work experience in projects funded by the World Bank would be a strong advantage.

  • PERFORMANCE CRITERIA

The performance of the Procurement Expert will be evaluated quarterly. The criteria used to measure his/her performance will be:

  • Timely processing of procurement requisitions;
  • Ability to meet deadlines in terms of procurement;
  • Compliance with procurement procedures foreseen in the Grant, measured by the number of rejected submissions for prior examination and post-review audit findings (technical and financial);
  • Delivery of tendered supplies and services.

J. DURATION AND TIMING

Contract duration will initially be for Twelve (12) months with possibility of extension for the project period based on the consultant performance.

K. DUTY STATION

The consultant will be based in the AU HQ in the Supply chain management division under the AUC Operation support service directorate.

L. REMUNERATION

Remuneration is payable on a monthly basis. It is negotiable but based on qualifications and experience and the applicable AU rates for the level of the consultancy. Fees payable do not include costs associated with project related travels, coordination/organization of project related activities and events, stakeholder dialogues, consultations and workshops. These costs will be met by the AU.

The Consultant will work under the guidance and supervision of the Regional Climate Resilience Project 2 (RCRP2) Project coordinator in AU Head Quarter and the Supply chain management division

The following shall be made available by the Africa AUC:

  • Office accommodation;
  • Photocopying, Stationary;
  • Facilitation of Visa and
  • Internet Access

M. EVALUATION AND QUALIFICATION CRITERIA

1. General experience - 10 Points

2. Specific Experience relevant to the assignment – 50 Points

3. Qualifications – 30 Points

4. Language – 10 Points

N. Institutional and Organizational Arrangement

The Senior Procurement consultant shall perform the assigned tasks under the overall strategic leadership and guidance of the Director of the Sustainable Environment and Blue Economy Directorate and direct supervision of the Climate Change Senior Policy Officer.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
