• The Government of Malawi has received financing from the World Bank toward the cost of the Digital Malawi Acceleration Project and intends to apply part of the proceeds toward payments under the contracts for the supply, Installation and Commissioning of ID Biometric Registration Kits for National Registration Bureau (NRB)
• The Public Private Partnership Commission (PPPC) now invites sealed Bids from eligible Bidders for supply, delivery and installation of ID Biometric Registration Kits for National Registration Bureau as follows:

3. Bidders may bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid

4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025, Sixth Edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information from Public Private Partnership Commission and inspect the bidding document during office hours 8:00 to 16:00 Hours at the address given below at 10(a).

6. The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Malawi Kwacha Ten Thousand (MWK10,000.00) any freely convertible currency. The method of payment will be cash or Bank Certified check. The document will be available and can be downloaded from the following Websites: https://www.pppc.mw/procurement/adverts and https://www.ppda.mw/procurement-notices/

7. Bids must be delivered to the address below at 10(b) on or before 22 July 2025 at or before 10:00am Local Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 10 (c) on 22 July 2025 from 10:00am Local Time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a Bid-Securing Declaration.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
