• The Government of Malawi has applied for financing from the World Bank toward the cost of the Mpatamanga Hydropower Storage Project and intends to apply part of the proceeds toward payments under the contract for Construction of Resettlement Sites and Access Roads. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing (IPF).
• The Government of Malawi through the Ministry of Energy now invites sealed Bids from eligible Bidders for construction of resettlement sites (including houses and schools) and access roads (circa 10km earth/gravel) in Chaswanthaka and Mpindo Villages (in Blantyre District) and Kambalame Village (in Neno District).
• Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Sixth Edition dated February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders that meet the requirements outlined in Sections 5, 7, and 8 may obtain further information by contacting: procurement@mpatamangahydro.com
• Interested eligible Bidders may purchase the Bidding document in English upon submission of proof of payment (PoP) for a non-refundable fee of MK 175,000.00 (One Hundred Seventy-Five Thousand Malawi Kwacha) along with a signed Non-Disclosure Agreement (NDA). Upon confirmation of receipt of PoP and signed NDA, instructions for accessing the electronic portal to download the Bid documents will be provided to the Bidder. Bid documents will be available for download from Friday, 14th February 2025. For payment details and issuance of the NDA, please contact procurement@mpatamangahydro.com.

• An electronic (PDF) bid must be submitted through the electronic portal on or before 30th April, 2025, at 10:00 hours local time and a copy of the Electronic Bid must also be physically delivered on or before 30th April, 2025, at 10:00 hours local time at the address shown below. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend on 30th April, 2025, starting from 10:30 hours at the address shown below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the employer until the second public Bid opening.
• All bids must be accompanied by a “Bid Security” of an amount of MWK 70,000,000 (USD 40,000 equivalent using the rate from https://www.rbm.mw/Statistics/MajorRates ).
• All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
