  • Background

Malawi Government through Ministry of Energy (MoE) has received financing from the World Bank toward the cost of the Malawi Electricity Access Project(MEAP) and intends to apply part of the proceeds for consulting services.

  • Objective of the Assignment

The objectives of the assignment are:

  • To provide local support and coordination required to facilitate the adoption and implementation of quality standards for off-grid solar products.
  • To provide support to the Ministry in its implementation of off-grid activities to be carried out under the project.
  • Scope of the Assignment

An individual consultant will be recruited to organize, coordinate and facilitate engagements with key stakeholders. The consultant will be the primary liaison between CLASP and key Government agencies such as the Ministry of Energy, the Malawi Bureau of Standards (MBS), the Malawi Energy Regulatory Authority (MERA), suppliers of off grid solar products, designers and installers of Mini grid systems and other key stakeholders. The consultant will also be required to provide support to the Ministry in its implementation of off-grid activities to be carried out under the project.

The scope of work comprises the following tasks:

  • Under the guidance of CLASP, undertake a survey of importers and distributors of pico solar products and solar home system kits as well as designers and installers of Minigrid systems in Malawi to determine the share of IEC and Lighting Global quality verified products in the market[1].
  • Engage with relevant government agencies, regulatory authorities, and key informants to identify existing legislation (acts and regulations), and administrative guidelines that can be used to implement off-grid solar quality standards (i.e., conformity assessment, market surveillance (market inspections & compliance verification) and enforcement)
  • Engage with MBS to support the formal process of getting the IEC test methods and standards for pico solar products, Solar Home System kits and Minigrid systems on the relevant Standards Bureau Technical Committee’s (TC) work program (AWP)
  • Conduct, in close collaboration with Ministry of Energy and CLASP, capacity building to Academia, MBS and MERA on off grid products test methods, inspections and market surveillance:
  • i. Validate and train the MBS MERA, academia and other stakeholders on development/adoption and maintenance of new test methods and Standards for off-grid solar PV products and systems.
  • ii. Identification of other training needs of the Quality Auditors/Inspectors and conduct trainings on them for a more efficient and effective implementation of the project (standards project).
  • iii. Facilitate the identification of other training needs, if necessary, of the Laboratory tests analysts in the various applicable test methods and conduct the trainings on them for a more efficient and effective implementation of the project (standards project).
  • iv. Advise Ministry of Energy, MBS and MERA on how to implement the proposed solutions for challenges on frameworks for off-grid solar PV standards enforcement as well as conformance (including test labs)
  • v. Assist CLASP and MBS in developing the certification guidelines for Off-grid Solar PV products and systems.
  • vi. Assist CLASP and MBS in reviewing and developing test methods as well as a set of testing equipment.
  • vii. Assist CLASP in conducting pilot off-grid solar products and systems compliance tests, inspection at stages of the supply chain and market surveillance in close collaboration with MBS and MERA and the Ministry responsible for Energy
  • viii. Assist CLASP in developing a monitoring tool that provides feedback on the effectiveness/impact of the enforcement of the new standards for off-grid solar standards.
  • Support the Ministry in its implementation of off-grid activities including but not limited to reviewing deliverables from varied consultancies on off-grid assignments to be carried out under the project.
  • Providing logistical and administrative support for convening:
  • The TC meetings required to review the standards
  • Meetings with the off-grid solar industry players and other stakeholders to share information and create awareness on the proposed standards
  • Meetings required as part of the standards public review process
  • Meetings and trainings with MoE, MERA and MBS required to develop and operationalize an off-grid solar compliance framework to implement the adopted standards including pilot off-grid solar products compliance tests, inspection at stages of the supply chain and market surveillance.
  • Consultative meetings with the off-grid solar industry players and other stakeholders on the off-grid solar compliance framework
  • Participate in coordinating meetings, conference calls and workshops with MEAP Project PIU.
  • Prepare monthly progress reports highlighting both challenges and achievements, and quarterly progress reports on activities undertaken and solutions to challenges
  • Deliverables and Timelines

The total contract is for a period of twenty (20) months from the signing of the contract. The table below shows expected deliverables and suggested timelines.

Preparatory work

Survey Report to determine the share of quality verified off-grid solar products in the market

Five (5) months after the award of the contract

Report of the identified existing legislation (acts and regulations), and administrative guidelines that can be used to implement off-grid solar quality standards

Eight (8) months after the 20award of the contract

Facilitate the review of the IEC test methods and standards by the relevant Standards Bureau Technical Committee at MBS

Facilitation Report on Reviewed and adopted IEC test methods and standards for Malawi.

Twenty (20) months after the award of the contract

Logistical and administrative support

  • Monthly progress reports highlighting both challenges and achievements;
  • Quarterly progress on activities undertaken and solutions to challenges;
  • Draft copy of the final report of the consultancy
  • Final report - Final Report on Consultancy, which should show the methodology used, activities undertaken, successes, challenges, results (planned and unplanned), lessons identified and recommendations on how to address those lessons.

Twenty (20) months after the award of the contract

  • Governance and Contracting Arrangements

The consultant will be selected and contracted by the Ministry of Energy. The implementation of this work will be under the close supervision of the MEAP Coordinator and with the technical guidance from the CLASP team. The Ministry will review and approve all deliverables.

  • Qualifications and Experience Requirements
  • University degree in renewable energy or electrical engineering from recognized Institutions.
  • The Consultant should have minimum of 3 years’ above of experience in handling off-grid renewable energy technologies and associated quality standards.
  • Experience in and knowledge of the process through which the Ministry of Energy, MBS and MERA introduce, adopt and implement new standards.
  • Experience in effectively coordinating activities, projects, programmes involving multi-stakeholders, mainly government officials and private-sector representatives.

The client and CLASP shall provide the consultant with all required literature in its possession. CLASP will provide the technical input and guidance required for the assignment.
