1. The Government of Malawi has received financing from the World Bank towards the cost of the Malawi Watershed Services Improvement Project (MWASIP) and intends to apply part of the proceeds towards payments under the contracts for Construction of Solar Powered High Yielding Boreholes in Machinga, Neno and Zomba Districts.
2. The Ministry of Water and Sanitation now invites sealed Bids from eligible Bidders for Construction of Solar Powered High Yielding Boreholes in Machinga, Neno and Zomba Districts and the scope works are detailed below:

3. Bidders may Bid for one or several Contracts/Lots, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one Contract/Lot will be allowed to do so, provided those discounts are included in the Letter of Bid.
4. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”) and is open to all bidders as defined in the Procurement Regulations.
5. Interested eligible bidders may obtain further information from Malawi Watershed Services Improvement Project (MWASIP); Attention: Procurement Specialist; E-mail: Stevie.Kazembe@mwasip.mw and inspect the bidding documents during office hours from 08.00 Hours to 16.00 Hours local time (Monday to Friday) excluding public holidays at the address given in 10 (a) below.
6. The Bidding Document in English language may be purchased by interested eligible bidders at the address given in 10 (b) below and upon payment of a non- refundable fee of MK20, 000.00 or equivalent in a freely convertible currency. The method of payment is cash or bank certified cheque. The document will be sent by E-mail.
7. Bids must be delivered to the address given in 10 (c) below on or before 10:00 Hours local time on Friday, 4th August 2023. Electronic bidding will not be permitted. Late Bids will be rejected. Bids shall be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address given in 10 (d) below at 10:00 Hours local time on Friday, 4th August 2023.
8. All bids must be accompanied by a signed Bid Securing Declaration as specified in the bidding document.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
