1. The Government of Malawi has received financing from the World Bank toward the cost of the Malawi Watershed Services Improvement Project (MWASIP) and intends to apply part of the proceeds towards payments under the contracts for Design, Supply, Installation and Commissioning of Meteorological Weather Radar System.
2. The Ministry of Water and Sanitation now invites sealed Bids from eligible Bidders for Design, Supply, Installation and Commissioning of Meteorological Weather Radar System to support real time weather forecasting, early warnings of severe weather as well as flood warnings, and to provide input into an operational hydrological decision support system. The radar is a critical tool for the Directorate for Climate Change and Meteorological Services (DCCMS) to provide additional services to the aviation sector, disaster management and general meteorology sectors as well enable product development to serve other market sectors. The scope works are summarised below:

3. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”) and is open to all bidders as defined in the Procurement Regulations.
4. Interested eligible bidders may obtain further information from Malawi Watershed Services Improvement Project (MWASIP); Attention: Procurement Specialist; E-mail: Stevie.Kazembe@mwasip.mw and inspect the bidding documents during office hours from 08.00 Hours to 16.00 Hours local time (Monday to Friday) excluding public holidays at the address given in 9 (a) below.
5. The Bidding Document in English language may be purchased by interested eligible bidders at the address given in 9 (b) below upon payment of a non- refundable fee of MK20, 000.00 (US$ 20.00) or equivalent in a freely convertible currency. The method of payment is cash or bank certified cheque. The document will be sent by E-mail.
6. Bids must be delivered to the address given in 9 (c) below on or before 10:00 Hours local time on or before Friday, 18th August 2023. Electronic bidding will not be permitted. Late Bids will be rejected. Bids shall be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address given in 9 (d) below at 10:00 Hours local time on Friday, 18th August 2023.
7. All bids must be accompanied by a signed Bid Security of US$ 50,000.00 or its equivalent in a freely convertible currency.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
