Assignment Title: Consultancy Services for an Environmental and Social Impact Assessment (ESIA) for the Design and Construction Supervision of Kapichira Dam Rehabilitation Project

The Government of the Republic of Malawi has received financing from the World Bank toward the cost of the Malawi Emergency Power Restoration Project (MEPRP) and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) is to undertake full-scale Environmental and Social Impact Assessment (ESIA) for Consultancy for the Design and Construction Supervision of Kapichira Dam Rehabilitation Project, in Chikwawa District of Malawi, in accordance with the World Bank Environment and Social Framework (ESF), the MEPRP Environmental and Social Commitment Plan (ESCP), applicable World Bank Group EHS Guidelines and other relevant Good International Industry Practice (GIIP), the environmental laws and regulations of the Government of Malawi and EGENCO environmental and social policies. It is anticipated that the Consultant would complete the work over a maximum duration of six (6) months effective 03rd July 2023.

The Terms of References (ToRs) for the primary procurement stage for the assignment are attached to this request for Expression of Interest.

The Electricity Generation Company Malawi Limited now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• The Firm should have core business and at least 10 years in business for carrying out Environmental and Social Impact Assessments (ESIA) for large infrastructure and hydropower projects in the Sub- Sahara Region.
• Relevant similar experience, which should specifically include the below:
• At least three (3) projects conducted, or on-going, as lead company for ESIA for large hydropower projects during the last 5 years.
• Proven knowledge of the World Bank Environmental and Social Framework
• Proven knowledge of the Shire River basin environmental/biodiversity conditions and social economy
• Technical and Managerial capability of the firm.
• Provide only the structure of the organization, general qualifications, and number of at least six (6) key staff. Do not provide CV of the staff. Experts will not be evaluated at the shortlisting stage
• Provide Information on international certification and/or awards for ESIA

Interested consultants should provide only project references which are responding to the shortlisting criteria.

A summary of the key tasks and deliverables for this assignment are as follows:

• Assess the environmental and social risks and impacts of Phase II of the

Kapichira Rehabilitation Project in the project’s area of influence and throughout

the project life cycle, including all relevant direct, indirect and cumulative

environmental and social risks and impacts, including those specifically identified

in ESSs 2–10;

• Consider the environmental and social risks and impacts of alternative siting

options, including an auxiliary spillway near the right bank or fuse plug with stilling

basin, SVTP intake position, and quarry locations; and contribute environmental

and social considerations on siting and design decisions to the Owner’s

Engineer;

• Identify environmental and social management measures, applying the

mitigation hierarchy, including project siting, planning, design and

implementation measures, and identify opportunities to enhance the positive

impacts of the project;

• Conduct stakeholder engagement as an integral part of the assessment and

planning of management measures, in accordance with ESS-10; and

• Conduct the ESIA process and deliver ESIA documents in a manner to enable

EGENCO to obtain an environmental licence for Phase II of the Kapichira

Rehabilitation Project and ongoing operations of Kapichira HPP.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, July 2018 and November 2020 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-Based Selection (CQS) method set out in the Procurement Regulations.
