1. The Government of Liberia has received financing from the World Bank toward the cost of the Institutional Foundations to Improve Services for Health Project, and intends to apply part of the proceeds toward payments under the contract for the procurement of Supply, Installation & Training of Assorted Medical Simulation Equipment, Instruments and Consumables for the Skill Laboratories in 3 Counties (Bomi, Lofa and Grand Gedeh).

2. The Ministry of Health (MOH) now invites sealed Bids from eligible Bidders for the purchase of Assorted Medical Simulation Equipment, Instruments and Consumables for the Skill Laboratories in Bomi, Lofa and Grand Gedeh) within a delivery period of 8-12 weeks.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in investment project financing Goods, Works, Non-consulting and Consulting of July 2016, Revised November 2017, August 2018, November 2020, September 2023, February 2025 (six edition) and September 2025 (seventh edition), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Ministry of Health, Project Manager at neuf25fumba@gmail.com copy: mutricias@yahoo.com, joeyaduasante@gmail.com, mosesballah85@ymail.com, wapoejacob29@gmail.com and inspect the bidding documents during office hours of 9:00am to 4:30pm local time Monday to Friday, excluding Saturdays & Sundays at the address given below.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a nonrefundable fee of US$100.00. Payment for local bidders will be made through bank deposit in the below project account and a copy of the original receipt shall be submitted to the finance team for issuance of the Ministry of Health receipt before a copy of the bidding document is issued. However, overseas bidders will make payment through the bank transfer details below. Nevertheless, a copy of the transfer document will be sent for verification by our finance team before the bidding document is shared. Kindly note that the courier with documents for local or overseas delivery from Bidders will be paid for by each bidder for courier services.

6. Bids must be delivered to the address below on or before May 7, 2026 @ 1:00pm. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address provided in the bidding document on May 7, 2026 @ 1 :15pm.
