Background

The Liberia Electricity Corporation (LEC) has secured financing from the World Bank under the Saint Paul 2 Hydropower Project. Part of the proceeds will be applied to consulting services for the preparation of a Resettlement Plan (RP) for Phase 1 Early Construction Works.

This assignment covers one of the required Environmental and Social (E&S) instruments for Phase 1, specifically the RP. The consultant will prepare the RP, including baseline studies, census and asset valuation, inventory of losses, socioeconomic surveys, and stakeholder consultations (with special attention to vulnerable groups). The RP will outline housing, asset restoration, resettlement sites, livelihood programs, and implementation timelines.

The objectives are to:

  • Describe early construction works and anticipated land acquisition impacts.
  • Document alternatives considered and how resettlement impacts were minimized.
  • Identify risks and impacts of land acquisition.
  • Propose mitigation measures consistent with the World Bank’s Environmental and Social Framework (ESF).
  • Prepare and disclose the final RP, approved by LEC-PIU, EPA, World Bank, and affected communities.
  • Implement the RP once Phase 1 effectiveness is reached, including compensation payments.

The consulting services will be contracted by LEC and report to the RESPITE PIU E&S Deputy Manager. Deliverables will be submitted electronically to the RESPITE PIU E&S Manager and Project Director. The engagement duration is six months.

The duration of the engagement will be 6 months.

The Liberia Electricity Corporation (LEC) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Core business and years in business:

The firm shall be registered/ incorporated as a consulting firm with core business in the field of the assignment.

Qualification and Experience of the Firm:

  • The firm selected to undertake this assignment must have significant experience designing and implementing resettlement Projects, including in West Africa. Preferably, the Consultant would have both road-expansion and hydropower related experience, with at least one assignment associated with a World Bank funded project prepared in accordance with ESF requirements.
  • The required firm should also have demonstrated experience with the design and implementation of resettlement and livelihoods restoration programs in the region, preferably within Liberia and hydropower related.
  • The Consultant shall identify and partner, with a local EPA- certified firm as is required by the Liberia EPA to carry out the scope of work

Technical and Managerial Capability of the Firm

  • Proven project management structure with clear roles and reporting lines.
  • Multidisciplinary team (resettlement, social, survey, livelihood, GIS) with relevant expertise.
  • Ability to partner effectively with Liberia EPA-certified local firms.
  • Established quality assurance and compliance systems aligned with World Bank ESF.
  • Strong stakeholder engagement and grievance redress mechanisms.
  • Capacity for data collection, asset valuation, and secure database management.
  • Demonstrated ability to deliver assignments on time and within budget.

Note: Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Seventh Edition, September 2025), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract.

A consulting firm will be selected in accordance with the Consultant Qualifications-based Selection (CQS) method set out in the Procurement Regulations.
