Assignment Title: Consultancy Services for the implementation of measures to prevent and respond to Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH), SECRAMP and
RETRAP Projects, Liberia

The Government of Liberia has received financing from the World Bank toward the cost of the Southeastern Corridor Road Assets Management Project (SECRAMP) and intends to apply part of the
proceeds for Consulting Services for the implementation of measures to prevent and respond to Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH), SECRAMP and RETRAP Projects,
Liberia, which are currently under rehabilitation.
The Consulting Services (“the Services”) include but are not limited to (i)Referral Pathway Strengthening - Chart out a confidential referral pathway
for survivors at district/village/clan cluster levels, for ethical and nondiscriminatory case management and referrals for GBV survivors in project implementation zones. (ii)Training and Awareness Raising - Define and implement a Training Plan for workers employed by the project, including any first-time and refresher training in collaboration with
the IIU, as well as the Contractors, and the Supervision Consultant. (iii)Support for Survivors of SEAH/GBV - Manage and report on use of survivor support
project resources, including emergency support for food, clothing, safe relocation/ transport, referral transport, and acquiring documentation, and other costs associated with minimum basic
services where necessary and explicitly requested. (iv) Support for the Project’s Grievance Redressal Mechanism (GRM) - Coordinate, through the referral system established in
the project zones, referrals of survivors to the confidential GRM (from community to Ministry level) set up to respond to SEAH/GBV incidents. Support the IIU in developing systems, procedures,
channels, and material (forms, scripts, templates) for complaint intake, documentation, and referrals, in compliance with World Bank requirements for a SEAH/GBV-sensitive GRM structure.
(v) Monitoring and Evaluation - Develop and test specific indicators for effective monitoring and evaluation of all SEAH/GBV-related interventions carried out as part of the
ToR. Establish an ethical data collection system for SEAH/GBV incidents supported through the project for handling cases. Undertaking quarterly monitoring visits.
The Infrastructure Implementation Unit of the Ministry of Public Works now invites eligible NGOs/CSOs/Consulting firms (“Consultants”) to indicate their interest in providing the
Services. Interested NGOs/CSOs/Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are a) Core Business and Years in Business, b) TechnicalManagerial Organization of the Firm c) Experience in Similar Assignments d)
Experience in Similar Conditions. Key Expert will not be evaluated at the shortlisting stage.
The attention of interested NGOs/CSOs/Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Procurement in Investment
Project Financing, Goods, Works, non-Consulting and Consulting services dated July 2016, revised November 2017, August 2018, November 2020, September 2023, and September 2025 (“Procurement
Regulations for IPF Borrowers”), setting forth the World Bank’s policy on Conflict of Interest.
NGOs/CSOs/Consultants may associate with other NGOs/CSOs/firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or
a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected following the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
