GENERAL PROCUREMENT NOTICE

PROJECT: Excellence in Learning in Liberia Project (EXCEL)

The Republic of Liberia has received financing of US$88.7 million from the World Bank towards the cost of the Excellence in Learning in Liberia (EXCEL) Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services, and consulting services to be procured under this project. This project will be financed in whole by the World Bank and the Global Partnership for Education (GPE). There are four (4) components to be implemented by the programme as follows:
Component 1: Improving foundational learning for all (GPE: US$16.4 million; IDA: US$23.2 million; Total: US$39.6 million)
This component will work on the delivery of foundational literacy and numeracy skills using a structured pedagogy approach that focuses on targeted schools covering the last year of ECE (termed pre-first or abbreviated to KG2[1]) and all six grades of primary education nationwide. An FLP will be designed and implemented, entailing coordinated plans for three key parts: curricular prioritization, development and distribution of aligned TLMs, and delivery of foundational learning instruction in classrooms in the targeted grades.
Component 2: Improving access for all (GPE: US$6.8 million; IDA: US$28.1 million; Total: US$34.9 million)
This component aims to establish a well-functioning and safe teaching and learning environment in targeted schools and encourage greater community participation in school management. This will include increasing the available classroom space and WASH facilities in selected primary schools, integrating climate adaptation and mitigation strategies, and providing an annual capitation grant to schools based on school size to reduce or eliminate the need for schools to charge fees to households
Component 3: System strengthening to deliver foundational learning (GPE: US$2.3 million; IDA: US$3.3 million; Total: US$5.6 million)
This component focuses on system-level activities essential for achieving quality foundational learning and access goals. It provides support for the conduct of student learning assessments and to strengthen the collection and use of data for planning, supervision, and monitoring of education outcomes and for decision-making.
Component 4: Project management and technical assistance (GPE: US$3.2 million; IDA: US$5.4 million; Total: US$8.6 million)
This component will finance the cost associated with the management of the project and M&E activities. A Project Delivery Team (PDT) will be established to support project implementation.
Procurement of contracts financed by the World Bank and GPE will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017, August 2018, November 2020, September 2023, March 2025, and September 2025; and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website, and www.emansion.gov.lr.
