Background
The Government of Liberia (GoL) has received financial assistance under the Liberia Electricity Sector Strengthening and Access Project (LESSAP) Phase 2 from the World Bank/IDA and plans use portion of the finance hire a consultancy firm/consortium (Consultancy Services for the Preparation of Environmental and Social Impact Assessment, Environmental and Social Management Plan, Resettlement Action Plan & Technical Site Studies for Two Solar PV and Battery Energy Storage System.
Objective of the Assignment
The Government of Liberia (GoL) plans to conduct a solar and battery storage auction. It aims to hire a consultancy firm/consortium (the Consultant) to provide support to the Government of Liberia (the Client) in the preparation of (i) ESIA, (ii) ESMP, (iii) a RAP (if needed - option), and (iv) sites studies (topographic survey, hydrological study, seismic conditions and geotechnical investigations) for two 100 MWp of Solar PV plants with battery storage (sizing of the sites will be finalized with the support of the consultants) in two sites of approximately 100-150 hectares each and the right of way for the grid connection line between the site of the powerplant and the substation (a few km), namely Buchanan and Yekepa (together the Projects) (final sites location will be provided to the Consultant when selected)..
To achieve the stated goal and objectives, the Liberia Electricity Corporation now invite a consulting company (hereafter referred to as the Consultant) that will undertake the following tasks:
The Consulting Firms (‘Consultants”) will work with departments to prepare a detailed ESIA, ESMP, and a RAP (if needed) for the two identified sites and their right of way between the power plant and the grid’s substation, in line with the requirements of the Government of Liberia and the World Bank Environmental and Social Framework (ESF), and site technical studies. The ESIA must aim to identify and assess potentially negative and positive environmental and social risks and impacts of the Projects and propose the most technically feasible mitigation measures to manage the identified environmental and social risks and impacts with an ESMP.
The duration of the Consultancy is for 8 (eight) months.

The Liberia Electricity Corporation (LEC) now invites eligible Consulting Firms (‘Consultants”) to indicate their interest in providing the above services. Interested firms (Consultants) should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as follows:

Note: Key Experts will not be evaluated at the shortlisting stage, but the firm may provide Summary profiles of key experts (no CVs required)
Documentation Requirements -should include summary of relevant projects, including Project title, location, client name, Contract value and duration, Scope of services provided, Number of staff involved, Source of financing, Role in consortium (if applicable).
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected, and so equal weighting will be used for the lead firm and its partners or associates.
A consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement regulations.
