Background
The Government of Liberia (GoL) has received financial assistance under the Liberia Electricity Sector Strengthening and Access Project (LESSAP) Phase 2 from the World Bank/IDA and plans to use portion of the finance to hire a consultancy firm/consortium (the Consultant) to provide support to the Liberia Electricity Corporation (LEC) (the Client) in the preparation Of Action Plan for Business Process Optimization Project for the Liberia Electricity Corporation (LEC).
The Liberia Electricity Corporation is a vertically integrated electric power utility which is licensed to engage in generation, transmission and distribution and import of electricity.
Objective of the Assignment
The goal of this assignment is to conduct a comprehensive assessment of the Liberia Electricity Corporation"s (LEC) current business processes. The aim is to enhance business efficiency and effectiveness across all levels of the organization, thereby improving overall organizational performance.
The Consultant will develop a cost-effective and demonstrably more efficient set of business processes within the core operations of LEC. This will involve reviewing, optimizing, and redesigning existing core business Processes and Activities (P&A), as well as, introducing new processes, if necessary, to fulfill LEC’s mandate. (Business Blueprinting and Business Process Re-Engineering).
To achieve the stated goal and objectives, the Liberia Electricity Corporation now invite a consulting company (hereafter referred to as the Consultant) that will undertake the following activities:
Duration of the Consultancy:
PHASE ONE comprises activities 1 – 3 above. The duration of PHASE 1 of this assignment shall not exceed twenty (20) weeks, or one - hundred (100) business days as detailed in Table 3 in the term of reference.
The Consultant is expected to initially bid for PHASE ONE (1) – Preparation of Action Plan for Business Process Optimization Project of the assignment since, PHASES 2, 3 and 4 will be informed by the outcome of PHASE 1.

The Liberia Electricity Corporation (LEC) now invites eligible Consulting Firms (‘Consultants”) to indicate their interest in providing the above services. Interested firms (Consultants) should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as follows:
Documentation Requirements -should include summary of relevant projects, including Project title, location, client name, Contract value and duration, Scope of services provided, Number of staff involved, Source of financing, Role in consortium (if applicable). And contactable references.
Note: Key Experts will not be evaluated at the shortlisting stage , but the firm may provide Summary profiles of key experts (no CVs required)
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected, and so equal weighting will be used for the lead firm and its partners or associates.
A consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the procurement regulations.
