REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING FIRM)

Background

The Government of Liberia (GoL) has received financial assistance under the Liberia Electricity Sector Strengthening and Access Project (LESSAP) Phase 2 from the World Bank/IDA and plans to use portion of the finance to hire a consultancy firm/consortium (the Consultant) to provide support to the Liberia Electricity Corporation (LEC) (the Client) in the preparation Of Action Plan for Business Process Optimization Project for the Liberia Electricity Corporation (LEC).

The Liberia Electricity Corporation is a vertically integrated electric power utility which is licensed to engage in generation, transmission and distribution and import of electricity.

Objective of the Assignment

The goal of this assignment is to conduct a comprehensive assessment of the Liberia Electricity Corporation"s (LEC) current business processes. The aim is to enhance business efficiency and effectiveness across all levels of the organization, thereby improving overall organizational performance.

The Consultant will develop a cost-effective and demonstrably more efficient set of business processes within the core operations of LEC. This will involve reviewing, optimizing, and redesigning existing core business Processes and Activities (P&A), as well as, introducing new processes, if necessary, to fulfill LEC’s mandate. (Business Blueprinting and Business Process Re-Engineering).

To achieve the stated goal and objectives, the Liberia Electricity Corporation now invite a consulting company (hereafter referred to as the Consultant) that will undertake the following activities:

  • “As-Is” Evaluation and Analysis - The Consultant will work with all departments to document and map business processes, compare similar processes across departments, identify inefficiencies and bottlenecks, and analyze transaction costs using activity-based costing. This aims to quantify savings in designing new and harmonized end-to-end processes.
  • “To – Be” Design and Analysis - Based on the mapping of corresponding business processes across various departments of LEC, the Consultant shall design results-oriented and end-to-end business processes. The Consultant shall provide detailed recommendations on improvements in business practices with a focus on increased interdepartmental harmonization, improved effectiveness, greater efficiency, measurable reduction of transaction costs and improving performance through a shift from a fragmentary view of key performance indicators to a data-driven and integrated view.
  • Formulation of Action Plan - The Consultant shall prepare and submit an Action Plan for Business Process Optimization to LEC which presents a sequential roadmap and clear strategy for achieving the recommended business processes and activities improvements. The Action Plan shall include cost, schedule and commercial and technical requirements for the optimized business processes and activities.
  • Procurement Support - The Consultant shall be required to provide technical guidance during the procurement phase for the preparation of bidding documents, bid evaluation and contract negotiations for the Business Process Optimization. Further, the Consultant shall be required to provide similar procurement support for the design, supply, installation, and commissioning of the Advanced Metering Infrastructure.
  • Implementation Management and Support – The Consultant shall provide technical oversight and implementation support during the business process optimization project. The Consultant shall be required to provide training and capacity building and change management support during the roll – out stage. Further, the Consultant shall be required to provide similar implementation management and support for the conduct of a Network Assets and Customer Mapping Study and the Design, Installation and Commissioning of an Advanced Metering Infrastructure (AMI).
  • Continuous Handholding Support - The Consultant shall provide technical support to the user (LEC) to optimize system utilization and monitor system performance. This is crucial to ensure the optimized system is effectively adopted by the LEC.

Duration of the Consultancy:

PHASE ONE comprises activities 1 – 3 above. The duration of PHASE 1 of this assignment shall not exceed twenty (20) weeks, or one - hundred (100) business days as detailed in Table 3 in the term of reference.

The Consultant is expected to initially bid for PHASE ONE (1) – Preparation of Action Plan for Business Process Optimization Project of the assignment since, PHASES 2, 3 and 4 will be informed by the outcome of PHASE 1.

The Liberia Electricity Corporation (LEC) now invites eligible Consulting Firms (‘Consultants”) to indicate their interest in providing the above services. Interested firms (Consultants) should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as follows:

  • Core business, years in business and legal status:
  • The firm shall provide Proof of registration/incorporation as a consulting firm
  • Core business in the field of assignment in business process optimization or Electric Power utility management.
  • Qualification and Experience of the Firm:
  • A minimum of twenty (20) years of relevant experience working with electric power utilities is required.
  • The firm must have at least ten (10) years’ experience in business process engineering and design for electric power utilities, with demonstrable understanding of their operational, administrative, and technical processes, and must have successfully completed at least one verifiable reengineering or similar assignment for an electric power utility within the most recent ten (10) years..
  • Experience in Sub – Saharan Africa ( desirable).
  • Technical and managerial capability of the firm that includes:
  • Organizational structure and governance
  • Staffing capacity (number and categories of permanent staff)
  • Project management systems (tools, QA/QC, risk management)

Documentation Requirements -should include summary of relevant projects, including Project title, location, client name, Contract value and duration, Scope of services provided, Number of staff involved, Source of financing, Role in consortium (if applicable). And contactable references.

Note: Key Experts will not be evaluated at the shortlisting stage , but the firm may provide Summary profiles of key experts (no CVs required)

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected, and so equal weighting will be used for the lead firm and its partners or associates.

A consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the procurement regulations.
