REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

(CONSULTING SERVICES – INDIVIDUAL CONSULTANTS SELECTION METHOD)

Assignment Title: Consultancy Services for Gender and Social Specialist under the Liberia Electricity Sector Strengthening and Access Project Phase 2 (LESSAP- 2) Local Hire

The Government of Liberia has received financing from the World Bank towards the cost of the Liberia Electricity Sector Strengthening and Access Project and intends to apply part of the proceeds for Consultancy Services for Gender and Social Specialist under the Liberia Electricity Sector Strengthening and Access Project Phase 2 (LESSAP- 2). The LEC is seeking the services of a qualified Gender and Social Specialist who will be responsible for facilitating the project’s compliance with the social aspect of the World Bank’s Environment and Social Framework (ESF) and existing country rules and regulations in order to minimize, reduce and mitigate and if possible, avoid potential social risks and impacts associated with project implementation.

The inputs of the Consultant will be required on a full-time basis for the first twenty-four (24) months. The project will renew the consultant’s contract on an annual basis and or an additional term based on performance.

The LEC now invites eligible and selected Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their Expressions of Interest (EOI) including their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.), educational and professional qualification certificates, etc. The shortlisting criteria is listed below.

Qualifications, Experience, and Competencies:

• Hold at least a bachelor degree in social sciences such as Sociology, Social Anthropology, Development Studies and any other relevant discipline; Master’s degree in any of the above field is an added advantage;
• Have 8-10 years’ experience in social implementation with a minimum of 5 years experiences in RAP implementation, conducting compensation and resettlement programs as well as experience in community relations management, grievance redress mechanism, Gender mainstreaming and or GBV risks management, stakeholder engagement and consultations, preferably for electricity utility companies;
• Have knowledge of World Bank or other international development organizations with proven knowledge and experience in the WB’s ESF and ESS and national donor policies as an added advantage.
• Have experience of national environmental laws, regulations, policies and institutional mandates for implementing/overseeing such laws and regulations;
• Proven capacity and direct work experience with project affected communities, local county officials, government ministries and agencies, civil society organizations (CSOs), and the private sector locally or in the region;
• Demonstrate experience in the establishment, training, oversight and management of grievance redress mechanisms for project affected communities, project workers, and vulnerable persons;
• Demonstrate strong commitment to work with local communities and have proven knowledge of the culture and social practices of communities in the project areas;
• Have experience in community mobilization, consultation and engagement with stakeholders in the field;
• Have excellent communication skills, and good skills for working on computer and using software and software application (MS Word, MS Excel, MS, Outlook, PowerPoint or other software for data processing) and have the ability to use the Internet;
• Must have proficiency in English (reading, speaking, and writing) with a good knowledge of the local Liberian languages / dialect;

The Consultant must have minimum qualifications and experience as per the Terms of Reference below. The Consultant will be selected in accordance with the Individual Consultants Selection method set out in the Procurement Regulations for IPF Borrowers (July 2016 as Revised in November 2017 and August 2018, November 2020, September 2023 and February 2025).).
