The project area is located in the north-eastern part of Lofa County. It spans five districts. They are Voinjama, Kolahun Wahasse, Lukambeh and Foya Districts. The economy of the project affected area is largely agricultural oriented. Income generating opportunities for improving livelihood are mostly limited to farming. Semi-skilled labor such as making palm oil, fishing, hunting and petit trading in basic household goods and food are practiced by the PAPs and members of the communities.
The Project consists of three components, and its first component (Component I) comprises five supporting components or sub-components:
In fulfilment of the Project Environmental and Social Management Plan (ESMP), the Environmental Management and Protection Law of Liberia, and the Bank’s Operational Policies OP 4.12 on involuntary resettlement., RREA has developed and implemented a Resettlement Action Plan (RAP) and Livelihood Restoration Plan (LRP); both of which aims were to provide livelihood restoration options and improve the living standards of the 146 Project Affected Persons to at least to pre-project levels.
The RAP was implemented to the PAPs through cash disbursement, emphasis for eligibility for compensation was centered on affected farmers and vulnerable head of households who are directly affected by the implementation of the Kaiha 2 River Hydropower project. In total, 184 PAPs (146 and 38 -FRAP and ARAP respectively), have been identified as eligible PAPs who owned properties and will be economically displaced as a result of the project intervention, and have received their RAP compensation benefits consistent will appliable national Laws and relevant World Bank policy.

The attention of interested Consulting Firms is drawn to Section III, paragraphs, 3.14,3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, and August 2018 and November 2020, setting forth the World Bank’s policy on conflict of interest. Please refer to paragraph 3.17 of the Procurement Regulations on conflict of interest related to this assignment which is available on the Bank’s website at http://projectsbeta.worldbank.org/en/projects-operations/products-and-services/brief/procurement-newframework .
A Consulting Firm will be selected in accordance with Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
