The Liberia Electricity Corporation has received financing from the World Bank towards the cost of the Liberia Electricity Sector Strengthening and Access Project (LESSAP) and intends to apply
part of the proceeds for Consultancy Services for Communications Consultant to Develop and Implement Community Engagement Plan (CEP) for Liberia Electricity Sector Strengthening and Access
Project (LESSAP.
LEC is currently implementing two on-going World Bank financed projects as indicated below. It is also working with the World Bank in preparation of new projects including a hydropower project.
The LEC is seeking the services of a qualified and experienced Communications Consultant to develop and implement a Community Engagement Plan for LESSAP PIU which is financed
by the World Bank, and other World Bank financed projects, subject to discussion between LEC and the consultant. The Communications Consultant will develop and implement the
communications strategy and plan for LESSAP project’s activities to solicit support from beneficiary communities in reducing commercial losses of LEC. He/She will work closely with all
stakeholders involved in implementation of LESSAP to create awareness, disseminate knowledge, and promote adoption of grid electrification technologies.
The objective of the assignment is to Develop and Implement Community Engagement Plan (CEP) services of the World Bank funded PIU.
The scope of work will include but is not limited to the following:-
a) Communication strategy and plan
Review and analyze pertinent literature and documents of LEC and LESSAP that have been or are being prepared for the project in order to assess project activities and identify project
stakeholders and beneficiary communities that should be regularly informed to achieve project development objectives, etc ;
Develop, and implement the LESSAP communications strategy and plan to support effective implementation of project activities for the achievement of LESSAP targets for beneficiary
communities, residential households, commercial enterprises, female-headed households and vulnerable groups, etc;
Work closely with relevant staff at LEC/PIU and other stakeholders to prepare appropriate communication strategies for LESSAP;
Develop a comprehensive communication framework to design and deliver coherent and differentiated communications (information, education and communication materials such as newsletters,
fliers, Facebook, YouTube and other social media messages, etc.) for different target audiences, including residential and commercial users, female project beneficiaries and other vulnerable
groups among others;
Conduct timely and accurate monitoring and evaluation activities to ensure that the communication objectives are met, and the strategy is effective;
Undertake lessons learned review communication experiences and use the findings to inform future engagements in the electricity sector;
Collaborate with relevant staff (e.g. social specialist and GBV consultant) at LEC/PIU and relevant internal and external stakeholders to ensure awareness creation and promotion activities
relating to LESSAP are carried out in a timely manner;
Prepare quarterly and annual communications plans, timelines and budgets;
Support the communication of project results from monitoring and evaluation and impact evaluations, as well as knowledge generation, research findings, communication audits and/or needs
assessments, and participatory rural communication appraisals.
Prepare monthly, quarterly and annual performance reports;
Maintain an efficient document management system, including a library of media coverage.
b) Partnerships, media relations and events management
Build and maintain productive relationships with key sector stakeholders and the media;
Collaborate with the project social safeguard specialist and GBV consultant to organize community awareness initiatives, events and press conferences subject to clearance by LEC PIU;
Oversee the production of a range of communication materials for LESSAP.
Prepare and edit articles, brochures, press releases and other advocacy materials related to LESSAP;
Assist in organizing and generating public support for project events, including workshops, seminars, stakeholder dialogues, project review meetings, and the like
Prepare quarterly and bi-annual project newsletters and magazines.
Qualification and Experience
Bachelor degree from a recognized university in mass communications, journalism, public relations, international relations, law or related fields.
Master degree in any of the above field is an added advantage.
At least eight (8) years of relevant working experience in the areas of journalism or public relations with emphasis in developing/implementing/updating communications plan or strategy for
projects, programs or institutions.
Experience with electricity utility companies is desirable.
Capacity to liaise with government level officials and country level partners.
Experience of working on World Bank or other donor financed projects is an advantage.
Ability to work independently within a team environment and exercise mature judgment;
Fluent in English with excellent written and oral skills;
Advanced computer skills and full proficiency in the use of relevant Microsoft Office suites and related graphic content software.
The duration of this assignment is for a period of 80 working days within 12 months from signing contract, subject to extension based on satisfactory performance of the consultant and
availability of funding by the Donor.

The Liberia Electricity Corporation now invites eligible and selected Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants
should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is listed below.

The Consultant must have minimum qualifications and experience as per the Terms of Reference below. The Consultant will be selected in accordance with the Individual Consultants Selection
method set out in the Procurement Regulations for IPF Borrowers (July 2016 as Revised in November 2017 and August 2018, and November 2020).
