(CONSULTING SERVICES – INDIVIDUAL SELECTION)

Consultancy Services for Environmental and Social Specialist with experience in Gender

1. Introduction:

The Government of the Republic of Liberia has received funding from the World Bank towards the cost of the Liberia Renewable Energy Access Project (LIRENAP). The Liberia Renewable Energy Access Project (LIRENAP) is a World Bank funded Project designed to increase access to affordable and reliable electricity and to foster the use of renewable energy sources in Liberia. It seeks to establish a mini hydropower plant in Lofa County and provide reliable and affordable energy services to about 10,000 customers in Lofa County.

2. Project Description

The LIRENAP Project supports the implementation of the Liberia Investment Plan for Renewable Energy (IPRE) prepared by the Government in 2013.

The Project seeks to support a mini grid powered mainly by renewable energy in major population centers and small towns in Lofa County, strengthen institutions and regulations for decentralized electricity services. The Project also supports the scale-up of the Government’s initiative to foster the creation of a market for modern solar lanterns and home systems and pilot an area-based rural electrification project for rural dispersed last-mile areas that would provide sustainable lighting solutions to improve living conditions of the population living in areas that are unlikely to receive electricity from the grid. In addition, the project advances the Government’s commitment to gender equality and women’s rights by implementing gender-smart solutions focused on consultation, gender assessment and action plans, sex-disaggregated data collection, income generating activities and the productive use of energy.

Reporting Requirements and Duration of Contract

The Environmental, Health and Safety Officer will be based on-site in the project area in Lofa County with frequent travels to the RREA Office in Monrovia. He or she will report to the Executive Director of RREA. The format, frequency, and contents of the report are:

  • The On-site Environmental, Health and Safety OFFICER (The Consultant) should submit a monthly report to the Executive Director of the RREA at the end of every month;
  • He shall submit one hard copy and one electronic copy;
  • The format should include: His/her name, title. Dates of submission, an executive summary, brief description of monthly incident, recommendations, etc.
  • Date of Submission;
  • Persons (indicate names, titles, submission address) to receive the Report.

The Consultant Shall:

  • Immediately notify the Client (RREA) of any failure by the Contractor to comply with its SEA and SH Obligations;
  • Immediately notify the Client (RREA) of any allegation, incident or accident (including any fatality or serious (lost time), injury which has or is likely to have a significant adverse effect on the environment, the affected communities, the public, Client’s Personnel, Contractor’s Personnel or Experts. In case of SEA and/or SH, while maintaining confidentiality as appropriate, the type of allegation (sexual exploitation, sexual abuse or sexual harassment), gender and age of the person who experienced provide full details of such incidents or accidents to the Client within the timeframe agreed with the Client.
  • Immediately inform and share with the Client notifications on ESHS incidents or accidents provided to the Consultant by the Contractor, and as required of the Contractor as part Progress Reporting; and
  • Share with the Client in a timely manner the Contractor’s ESHS metrics, as required of the Contractor as part of the Progress Reports.

Duration:

This is a onetime based contract for a period of one year with possibility of extension based on performance:

The RREA now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • He/she shall have a minimum of five (5) years of experience in environmental, health and safety at active construction site, Electrical installations, E & S monitoring, working knowledge of the workplace safety and related legislation.
  • Preferably a minimum of five (5) years of relevant professional experience particularly in environmental science, health and safety, road monitoring, environmental monitoring etc;
  • Field experience and good knowledge of the implementation of World Bank’s safeguards policies (or that of other international financial institutions), including the Environmental and Social Framework (ESF);
  • Demonstrated experience in environmental impact assessment and development of risk management instruments, especially addressing impacts on civil works projects;
  • Qualified candidate from project areas will be prioritized; and an EPA Certified Licensed Environmental Inspector is an added advantage.

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, and August 2018 and November 2020, setting forth the World Bank’s policy on conflict of interest. Please refer to paragraph 3.17 of the Procurement Regulations on conflict of interest related to this assignment which is available on the Bank’s website at http://projectsbeta.worldbank.org/en/projects-operations/products-and-services/brief/

An Individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
