Background
The Government of Liberia has received financing from the World Bank toward the cost of the Improving Results In Secondary Education (IRISE) Project, and intends to apply part of the proceeds for consulting services.
Objectives and Scope of the Assignment
The main objective of the consulting services is to provide a comprehensive training to the staff of the Education Management Information System (EMIS) staff, focusing on various key areas, which are as follows: a) Spreadsheets b) Statistics c) Education Statistics d) Structured Query Language (SQL) e) R and Python for Data Analysis. During the training sessions, the consultants will cover these topics in-depth to enhance the skills and knowledge of the EMIS staff.

The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
QUALIFICATIONS REQUIREMENTS FOR THE FIRM
Interested firms must meet the following Minimum Qualifications Requirements:
Language: Fluent in spoken and written English.
Note: Only firm with the required qualifications and relevant experience that meet the requirements of the REOI will be invited to submit technical and financial proposals.
Assignment Duration
The assignment is expected to be completed in 90 days, and will commence immediately after signing of the contract.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14 to 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, August 2018 and Fourth Edition, November 2020, setting forth the World Bank’s Policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consulting Firm will be selected in accordance with the CONSULTANT’S QUALIFICATIONS SELECTION (CQS) set out in the Procurement Regulations.
Expression of interest which must bear the title, “CONSULTANCY SERVICE FOR THE TRAINING OF MINISTRY OF EDUCATION STAFF IN THE USE OF STATISTICAL DATA COLLECTION, ANALYSIS AND MANAGEMENT TOOLS” must be submitted in written form electronically to the address below (in person, or by mail or by email) by 17.00 hours local time on July 12, 2023.
